Summary
You will serve as a Supervisory Emergency Management Specialist, the Installation Emergency Management Officer of NAVAL SUPPORT ACTIVITY BETHESDA.

Help
  • You will develop and sustain Emergency Management Plans for the installation.
  • You will coordinate exercising of Incident Action Plans under simulated emergency conditions and execution of these plans under emergency conditions.
  • You will create installation level Incident Action Plans in accordance with National Incident Management Systems.
  • You will train emergency management personnel and first responders in appropriate preparedness, mitigation, response and recovery tasks.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Continuing analysis of hazards and vulnerabilities to determine types of threats and the appropriate responses to safeguard critical infrastructure, mission requirements and personnel safety; 2) Coordinating emergency management base operation support for subordinate and/or tenant activities; 3) Coordinating and providing communications capabilities between regional headquarters and emergency personnel at the installation level; 4) Interfacing with customers, service providers, and sponsors that interact in any way with the Naval Support Activity as a representative of the Installation Public Safety Program.
