Overview
Job Title: Resource Efficiency Manager (REM)
Location: Las Vegas, Nevada
Rivet Operations Company is looking for a Resource Efficiency Manager (REM) plan, program, and manage energy conservation and resiliency projects at Nellis AFB. This role will fulfill the requirements of EISA 2007, Sec. 432 by coordinating with base energy and utility managers to identify Energy Conservation Opportunities (ECOs) and translate them into viable projects, technologies, and retrofits that reduce facility utility and water consumption, save funds, conserve resources, and reduce the Air Force carbon footprint. This role will document the savings and methodologies used and ensures ECOs are life-cycle cost effective, while also considering projects that improve base resiliency even when not strictly life-cycle cost effective.
This role advises and assists the energy manager across the full project development lifecycle; from energy audits, field investigations, facility surveys, and assessments through life-cycle cost analyses and feasibility studies, and supports the development of ECOs into projects executed through vehicles such as UESC, ESPC, ERCIP, design, design-build, or traditional construction contracts. This role also provides design oversight for new facilities and energy projects, attends design and review meetings, and serves as a construction representative to ensure energy equipment and systems are installed per project specifications.
Key Responsibilities
• Identifies ECOs in coordination with the Energy Manager and translates them into viable, life-cycle cost-effective projects, technologies, and retrofits, following Air Force business rules for project submission.
• Advises and supports the energy manager in evolving ECOs into projects executed via UESC, ESPC, ERCIP, design, design-build, or traditional construction contracts.
• Assists with energy audits, field investigations, facility surveys, preliminary/detailed/technology assessments, life-cycle cost analyses, and feasibility studies, and prepares project briefings, technology reports, work plans, and measurement and verification plans.
• Provides design oversight for new facilities and energy projects (attending design workshops and review meetings per the Installation Facilities Standards) and serves as a construction representative to verify energy systems are installed per specifications.
• Attends formal conferences and follow-on Air Force meetings, provides monthly status reports documenting results and accomplishments, and prepares quarterly ROI reports comparing task order cost to estimated and actual cost savings.
• This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.
Requirements
Required Qualifications
REMs supporting this TO at base level shall have the following educational and experience levels (Energy Management Certification (such as CEM from the Association of Energy Engineers, or equivalent) is highly desired):
• A Bachelor of Science degree in engineering, or architecture, substantially relevant to facility and infrastructure type projects from accredited institutions within the 50 United States and 6 years facility/infrastructure energy related experience.
OR
• A Bachelor of Science degree from accredited institutions within the 50 United States and a minimum of 10 years of military facility/infrastructure energy related experience and have a current CEM certification.
OR
• A minimum of a two-year technical degree in mechanical or electrical field from accredited institutions within the 50 United States and a minimum of 15 years' military facility/infrastructure experience.
• Familiarity with energy contract vehicles: UESC, ESPC, ERCIP, design, design-build, and traditional construction contracts.
• Experience conducting energy audits, facility surveys, technology assessments, life-cycle cost analyses, and feasibility studies
Preferred Qualifications
• Knowledge of Department of Defense (DoD) or U.S. Air Force environments.
• Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
• Strong leadership, communication, organizational, and problem-solving skills.
• Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
• Proficiency with Microsoft Office Suite.
Security: Requires the applicant to possess and maintain an active Secret clearance for the position.

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distance may be required. Possible lifting up to 25 lbs.
