Seeking an IT professional with talent collaborating with a diverse network of team members to deliver innovative solutions to our customers. The ideal candidate will have demonstrated problem solving, organizational, critical thinking and analytical skills. WHAT YOU WILL DO:
The Technical Project Manager IV is selected by and accountable to the IT Enterprise Project Office & Emerging Technologies Director with the approval of the Deputy Chief Information Officer and Chief Information Officer. Performs advanced (senior-level) project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff. Maintain a reliable, predictable work schedule, and/or be called upon to work outside of normal business hours to sustain operations or complete urgent assignments. Work is performed under limited supervision, with considerable latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
-Lead Project Planning: Develop and manage detailed project plans, including budgets, schedules, work plans, resource requirements, and cost estimates/projections.
-Oversee Project Execution: Manage and track project progress, including leading software development projects through the full SDLC, ensuring tasks follow development processes and meet functional/contractual requirements.
-Ensure Quality & Process Adherence: Ensure projects adhere to applicable contracting, procurement, and project management practices, quality guidelines, and project standards, addressing challenges with work product quality.
-Manage Procurement & Contracts: Handle contractor and state procurement processes, including invoicing and budget tracking. Develop required procurement and state framework documentation (SOWs, RFOs, staff augmentation requests, Texas Project Delivery Framework) and monitor vendor/contractor performance.
-Manage Team & Staff: Coordinate, plan, assign, supervise, and evaluate the work of project staff and contractors within a matrixed organizational structure.
-Oversee Deliverables: Manage deliverable content expectations, review processes, and acceptance criteria.
-Communicate & Facilitate: Communicate effectively with project stakeholders, management, and other relevant parties. Facilitate and oversee the preparation of project proposals and change requests, coordinating cost and impact assessments.
-Provide PM Guidance & Support: Promote agency project management practices, mentor project managers, and assist with troubleshooting project issues.
YOU ARE A GREAT FIT WITH:
-Experience: Eight years' experience in managing large, complex projects throughout all development phases, vendor procurement, and contract management with a minimum of two years in a progressive growth, leadership-responsible position(s).
-Technical Skills: Experience in systems analysis, design, and requirements gathering.
-Analytical Ability: Ability to analyze complex information and develop plans to address identified issues.
-Interpersonal Skills: Negotiation and facilitation skills.
-Project Process Expertise: Experience in structured design and development process, scope control, project estimation, risk mitigation, and preventive and corrective actions for overruns.
-Leadership & Communication: Strong leadership, communication, and organization skills with attention to detail.
-Project Management Certification: Project Management Professional (PMP) or formal project management training and/or certification.
-Contract Management Certification: Formal Certified Texas Contract Manager (CTCM) certification.

-Five years of full-time experience in project management work, business analysis, or project administration; or five years of full-time experience in the oversight of an agency program or in strategic planning and policy implementation.
-Relevant academic credits may be applied toward experience qualifications for this position.
