Job Description Summary

Implement and execute relocation services for residents at properties being redeveloped in Baltimore, MD and Virginia.

Job Description

  • Coordinate all phases of resident relocation for rehabilitation, redevelopment, and acquisition projects in compliance with URA requirements.
  • Conduct resident interviews and needs assessments to identify household composition, accessibility requirements, language needs, and special accommodations.
  • Prepare, issue, and track required URA notices, including General Information Notices (GIN), Notices of Eligibility, Notices of Non-Displacement, 120-Day Notices, 90-Day Notices, and 30-Day Move Notices, as applicable.
  • Maintain accurate resident case files and documentation to support compliance with federal, state, and local funding requirements.
  • Explain relocation rights, benefits, and available housing options to residents in a clear and compassionate manner.
  • Coordinate with property management, real estate development teams, contractors, housing authorities, and third-party relocation consultants to ensure relocation activities align with construction schedules and project milestones.
  • Assist residents in locating comparable replacement housing and coordinate inspections, transportation, accessibility accommodations, and other relocation services as needed.
  • Coordinate moving services, utility transfers, temporary housing, storage, and other relocation-related logistics.
  • Process relocation claims and reimbursement requests while maintaining detailed financial tracking and supporting documentation.
  • Monitor relocation schedules, resident move status, and project timelines to ensure deadlines are met.
  • Prepare reports, relocation matrices, compliance logs, and project updates for internal leadership, funding agencies, and regulatory audits.
  • Assist with resident meetings, public outreach, and community engagement activities by preparing informational materials and responding to resident questions.
  • Coordinate interpretation and translation services to ensure meaningful access for residents with Limited English Proficiency (LEP).
  • Identify and escalate resident concerns, grievances, or complex relocation issues to management for resolution.
  • Support compliance reviews, audits, and monitoring visits by organizing documentation and responding to information requests.
  • Other duties as assigned.

ESSENTIAL SKILLS, EXPERIENCE AND TALENTS:

  • High School Diploma or G.E.D.
  • Experience with the Uniform Relocation Assistance (URA), affordable housing, property management, community development, or federally funded housing programs preferred.
  • Knowledge of HUD regulations, Fair Housing, Section 104(d), and other applicable housing regulations is desirable.
  • Strong organizational, communication, and case management skills.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Proficiency with Microsoft Office Suite and case management or project tracking systems.
  • Bilingual skills are preferred in communities with diverse resident populations.
  • Experience working with special needs populations including seniors, people with disabilities, and low- income populations.
  • Ability to work with culturally diverse populations.
  • Ability to work independently and under own initiative.
  • Proficient working knowledge of and ability to advocate, organize, problem solve, and provide results for the elderly and people with disabilities.

REQUIREMENTS:
