The Team You'll Work With:
The Office of the First Deputy ensures that City government runs efficiently and focuses on many of the administration's top priorities - from creating opportunities for young people to strengthening the city's civic infrastructure - the office works in partnership with stakeholders inside and outside of city government to develop, scale, coordinate, and deliver policies, plans and operations in an equitable and sustainable way.
The Efficiency Team works in collaboration with the Innovation team to support the implementation of Mayoral priorities with a focus on data analysis and the development of initiatives and business solutions that ensure city services are both cost efficient and deliver improved customer experience. While the I-team will focus on mapping systems, identifying pain points, research and engagement, the E-team will serve as agency integrators and systems experts to ensure solutions can be effectively implemented and that agencies receive support in doing so. The Team will also be tasked to support initiatives generated by agencies and leadership that deliver on these goals.
The team is responsible for supporting the implementation of Executive Order 12 and managing the goals of identified savings in the budget process. The team works collaboratively across agencies to respond to identified challenges and recommend solutions or strategies as needed.
The Problems You'll Solve:
- Collaborate with senior leadership to identify technology needs, opportunities, and challenges to enhance program effectiveness.
- Collaborate with external partners, vendors, and technology providers and city data to leverage their expertise and resources effectively.
- Evaluate potential technology solutions, conduct vendor assessments, and negotiate contracts to meet program requirements.
- Foster strong relationships with stakeholders, including other City and government agencies.
- Help to design and maintain the program's overall technology infrastructure, ensuring scalability, reliability, and security.
- Manage software development projects, from requirements gathering and solution design to implementation, testing, and deployment.
- Ensure timely delivery of high-quality software solutions, leveraging effective project management.
About You:
- You will be reporting to the Senior Advisor for Efficiency and Operations, the Efficiency Program Manager will be responsible for data and technology strategy.
- You have knowledge of data analysis, research, and program evaluation methodologies.
- You have willingness to adapt to new data structures and tackle novel problems creatively.
- You are willing to take on new responsibilities within scope and expand as data needs change
- You have established data governance practices and oversee the management and utilization of program data.
- You develop data analytics capabilities to derive insights, monitor program performance, and inform decision-making processes.

Qualifications

- A master's degree from an accredited college or university and three years of responsible full-time research experience in the appropriate field of specialization; or
- A minimum of 5 years of relevant professional experience in government or public administration, business strategy and operations, workforce planning and development, or a related field, of which at least three years must have been in a responsible consultative, managerial or executive capacity.
- Experience managing databases including structuring databases, creating indexes, optimizing queries, and managing security.
- Experience creating and instituting data governance practices.
