POSITION SUMMARY
Spicer Group is seeking an experienced construction leader to serve as Regional Manager for Ohio. This role is designed for a hands-on civil and construction professional with strong field experience delivering municipal, utility, and transportation infrastructure construction projects and a proven ability to lead a technical Construction Engineering and Inspection (CEI) team.
The Regional Manager is responsible for leading construction operations across Ohio-ensuring safe, high-quality project delivery, effective contract administration, and strong performance against schedule and budget. This role drives profitability and regional growth through client engagement, business development, and collaboration across service lines, while developing and supporting field staff, inspectors, and construction engineering professionals. This position plays a key role in strengthening client relationships, expanding market presence, and ensuring technical and operational excellence in construction services, while upholding Spicer Group's core values and commitment to service quality.

RESPONSIBILITIES
Construction Delivery and Financial Management
  • Lead Ohio Construction Engineering and Inspection (CEI) project delivery for municipal, utility, and transportation infrastructure construction-driving performance across safety, quality, schedule, budget, and public impact
  • Provide day-to-day oversight of field inspection and construction engineering staff; assign coverage, verify staffing levels, and ensure the right technical expertise is available for each phase of construction
  • Direct contract administration activities including submittals, RFIs, field clarifications, change orders, claims support, and documentation in accordance with owner requirements and project specifications
  • Ensure consistent field documentation and reporting (daily reports, quantities, test results, photos, and correspondence) and maintain organized project records to support pay items and dispute resolution
  • Oversee measurement and payment processes, including pay estimates and quantity tracking, to support accurate invoicing and timely collection of accounts receivable
  • Establish and enforce QA/QC practices for CEI services, including inspection checklists, materials testing coordination, nonconformance tracking, and corrective action follow-through
  • Manage project financial performance for CEI work in Ohio-monitoring budgets, labor utilization, scope changes, and profitability; escalating risks and variances as needed
  • Serve as Project Manager and/or Construction Manager on complex construction assignments, coordinating with designers, owners, contractors, and agencies to resolve issues quickly and keep work moving

Strategic Planning and Communication
  • Align Ohio CEI operations with regional leadership goals, emphasizing field execution, inspector coverage, safety culture, and consistent delivery standards
  • Participate in Regional Strategic Planning to identify Ohio construction/CEI market opportunities, delivery gaps, and staffing needs (inspection, materials testing, construction engineering) to meet future demand
  • Establish clear, responsive communication between field staff, project management, design teams, and clients to resolve constructability issues quickly and document decisions
  • Hold regular operations meetings to coordinate CEI staffing, inspector schedules, workload balancing, and rapid support for field issues, documentation needs, and owner requests
  • Execute regional business development focused on Ohio construction/CEI services-coordinating with design teams to pursue work where strong construction oversight improves outcomes and reduces owner risk

Client Engagement
  • Understand owner and agency construction-phase challenges (safety, schedule constraints, traffic control, funding requirements, documentation) and connect them with the right Spicer Group CEI expertise to deliver successful projects
  • Develop and execute client maintenance plans focused on construction programs-staying engaged from pre-bid through closeout to support consistent delivery and repeat work
  • Develop new CEI clients and construction programs within Ohio, positioning Spicer Group as a trusted partner for construction oversight and risk reduction
  • Maintain and grow strong relationships with municipalities, utilities, and public agencies; contractors and construction partners; and funding stakeholders supporting Ohio infrastructure programs
  • Serve as client manager on CEI/construction assignments as directed by the regional/senior vice president, providing executive-level visibility and issue escalation
  • Engage with local government and industry stakeholders to influence construction program decisions, procurement approaches, and delivery strategies that create CEI opportunities
  • Support community engagement tied to active construction programs, helping owners communicate impacts (traffic, access, utilities) and project benefits
  • Implement mechanisms to collect and act on client feedback during construction to improve CEI responsiveness, documentation quality, and overall owner experience
  • Leverage your reputation and relationships to position Spicer Group early in construction program planning conversations, helping owners prepare for procurement, sequencing, and construction-phase risk management
  • Responsible for Ohio construction/CEI service growth and collaborate across service lines to identify opportunities where design + construction oversight delivery provides added value

Collaboration and Leadership
  • Provide leadership for Ohio construction/CEI services-ensuring inspectors and construction engineers deliver consistent field oversight, thorough documentation, and practical issue resolution aligned with plans, specs, and owner requirements
  • Assemble and support CEI teams for complex construction projects (field inspection, construction engineering, materials testing coordination), matching experience levels to project risk and complexity
  • Partner with directors and technical leaders to ensure CEI deliverables meet applicable standards, specifications, and owner/agency requirements, and that field staff are trained on documentation and QA/QC expectations

POSITION REQUIREMENTS
  • Bachelor's degree in related discipline, or experience equivalent
  • Significant experience in construction engineering and inspection
  • Established relationships within Ohio
  • Experience leading complex municipal, utility, and transportation infrastructure construction projects from planning through delivery
  • Demonstrate competency in client management and engagement, project management, communication, financial management, and collaboration
  • Proven ability to lead and mentor field inspectors and construction engineering staff
  • Strong communication skills and the confidence to represent Spicer Group with clients, partners, and community stakeholders
  • Ability to travel 50%

PREFERRED QUALIFICATIONS
  • Professional licensure (PE) and relevant certification(s) are strongly preferred
