iQuasar LLC is seeking a highly analytical and skilled Senior Proposal Writer to support the development of compelling proposals for technology and management consulting services in the public sector. This role focuses on crafting persuasive proposal responses that clearly articulate iQuasar's solutions, past performance, and value to government clients. The ideal candidate will have strong experience responding to federal, state, and local government RFPs and the ability to translate complex consulting solutions into clear, compliant, and compelling written narratives and graphics.
We are seeking a Senior Proposal Writer for a full-time position.

Duties and Responsibilities:
  • Proposal Development and Writing
    • Analyze RFPs, RFQs, and other solicitation documents to identify key requirements, evaluation criteria, and customer priorities.
    • Develop clear, persuasive, and compliant proposal content that communicates iQuasar's capabilities, approach, and value proposition.
    • Write and refine proposal sections including:
    • Executive summaries
    • Technical and management approaches
    • Digital transformation solutions
    • Program management strategies
    • Past performance and case studies
    • Tailor proposal responses to align directly with the specific needs and mission objectives of each client rather than relying on boilerplate content.
Solution Development Support
  • Collaborate with leadership, subject matter experts, and capture staff to develop compelling solution narratives and win themes.
  • Translate complex consulting offerings into clear, client-focused proposal responses that demonstrate impact and value.
  • Help articulate iQuasar's capabilities across areas such as:
  • Digital Transformation
  • Cloud development platforms (AWS, Azure)
  • SAP and SAP Concur
  • Pega solutions
  • AI / ML and data solutions
  • Program management, Agile Transformation, Organizational Change Management and Advisory Services
  • Identify opportunities to highlight innovative approaches, differentiators, and proven results.
Past Performance and Case Study Development
  • Work with internal teams to gather and refine past performance examples and project case studies.
  • Ensure proposals clearly communicate relevant experience and successful outcomes for government clients.
  • Maintain a repository of reusable content including corporate qualifications, case studies, and consulting methodologies.
Proposal Graphics and Messaging
  • Develop and refine proposal graphics, diagrams, and visual explanations that enhance the clarity and persuasiveness of technical solutions.
  • Collaborate with team members to create graphics that illustrate: delivery models, solution architectures, transformation roadmaps, program management frameworks
AI-Assisted Content Development
  • Utilize AI tools (such as Awarded AI) to accelerate drafting of proposal content and research.

  • Refine messaging to effectively communicate iQuasar's approach and value.
Collaboration and Knowledge Development
  • Partner closely with the Business Development, Sales, and Proposal teams to support proposal strategy and messaging.
  • Engage subject matter experts to gather insights needed to craft strong technical responses.
  • Continuously improve proposal quality by identifying opportunities to strengthen messaging, structure, and supporting evidence.
  • Continuously update central content repositories for use in future responses.
Minimum Qualifications:
  • 35 years of experience writing proposals for public sector consulting services.
  • Proven experience responding to federal, state, or local government RFPs.
  • Strong ability to analyze solicitation requirements and craft tailored proposal responses
  • Experience writing proposals related to technology consulting, digital transformation, or management consulting services.
  • Excellent writing, editing, and storytelling skills.
  • Strong analytical skills with the ability to quickly understand complex consulting solutions.
  • Experience developing proposal graphics or visual solution explanations.
  • Ability to collaborate with technical SMEs and translate technical content into clear business language
  • Experience using AI tools to support proposal development while maintaining accuracy and compliance
  • Strong attention to detail and ability to ensure proposal compliance with solicitation requirements
  • Experience working in fast-paced proposal environments with multiple deadlines
  • Strong understanding of federal acquisition processes, including FAR/DFARS (Federal Acquisition Regulation / Defense Federal Acquisition Regulation Supplement) and government contracting procedures.
  • Experience using AI tools to generate content for proposal responses.
  • Experience in graphics design with an emphasis on proposal graphics and usage of Microsoft Power Point, Adobe Visio and/or Illustrator.
  • Ability to cite examples of successful proposal writing experiences for Healthcare, Homeland Security, Agile, DevOps, and/or ERP Procurement.
Preferred Qualifications
  • Experience supporting proposals for agencies such as DHS, DoD, HHS, or other federal organizations

Minimum Education:
