Our client is leading Indiana's 5-year Rural Health Transformation Program, including the Make Rural Indiana Healthy Again Regional Grants, a historic $600M investment to strengthen healthcare access, prevention, and system resilience across 64 fully rural and nine partially rural counties. This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes.
This role ensures the integrity, accountability, and impact of critical rural health investments by strengthening how grant funds are managed, monitored, and translated into measurable outcomes.
About the RoleThe Rural Health Grant Analyst plays a central role in ensuring that grant-funded initiatives across Indiana are executed with strong financial stewardship, programmatic integrity, and data-driven accountability. This position leads subrecipient monitoring and compliance efforts, helping ensure that organizations receiving funding meet both state and federal requirements while delivering meaningful health outcomes.
Working across finance, program, and data teams, this role serves as a key partner to Division Directors, subrecipients, and statewide stakeholders. The Analyst not only evaluates compliance and performance but also helps build the systems, tools, and relationships that enable subrecipients to succeed. This is a highly visible role within the broader Rural Health Transformation Program governance structure, contributing directly to strategic oversight, audit readiness, and continuous program improvement.
What You'll DoGrant Monitoring & Compliance OversightEnsure subrecipient activities align with state and federal grant requirements while promoting accountability and transparency.
- Develop and implement risk-based monitoring processes for subrecipients
- Conduct desk, virtual, and on-site reviews to assess fiscal and programmatic compliance
- Evaluate adherence to reporting requirements and performance measures
- Maintain audit-ready documentation, monitoring records, and compliance reports
- Support preparation for and response to state and federal audits
Strengthen fiscal integrity through detailed financial review and proactive issue identification.
- Analyze invoices, expenditure reports, ledgers, and supporting documentation
- Verify allowable costs and identify risks related to spending or compliance
- Utilize PeopleSoft Financials to monitor sub-award spending throughout the fiscal year
- Maintain organized and accessible financial records
- Serve as a finance and administrative resource to Division Directors
Ensure data accuracy and alignment with program goals to support informed decision-making.
- Review subrecipient data submissions for completeness and accuracy
- Validate alignment with program performance measures and reporting requirements
- Identify trends, gaps, and risks in program and financial data
- Support data-informed oversight and performance tracking
Partner with subrecipients and internal teams to strengthen grant management capabilities.
- Provide technical assistance on grant compliance, reporting, and documentation practices
- Collaborate with subrecipients to develop corrective action plans
