Job description

Office Operations Manager & HR Coordinator (Full-Time) 

Post Opens: August 25, 2026

The Office Operations Manager & HR Coordinator reports to the Executive Director and plays a key role in supporting the day-to-day efficient operation of the Parks & Recreation organization through office administration, customer service, human resources coordination, and organizational support. Responsibilities vary based on operational priorities and seasonal demands. While HR experience is important, this position serves as a key administrative and operational resource for all departments, and it is not intended to function as a standalone HR department.

Essential Responsibilities 

Office Operations & Administration 

  • Oversee daily office operations and ensure efficient administrative processes 
  • Supervise and support registrar and front desk staff to including regular one-on-one or team meetings, approve timesheets, and assign projects and responsibilities as needed
  • Provide front desk and customer service as needed, including assisting customers by phone and in person 
  • Coordinate and enforce office procedures and maintain a professional, welcoming environment
  • Effectively manage multiple priorities, deadlines, and interruptions in a fast-paced environment while maintaining accuracy and attention to detail
  • Attend and assist with weekly staff meetings and monthly Board meetings, track action items, and follow up on administrative needs
  • Coordinate office equipment, supplies, vendors, contractors, and administrative resources, while identifying and implementing process, workflow, and customer service improvements to enhance organizational efficiency
  • High-level administrative support to the Executive Director, including assisting with organizational priorities, confidential matters, research, reports, and special projects

Department Collaboration 

  • Provide administrative and operational support and assistance to department heads for programs, facility rentals, meetings, events, special projects, and organizational initiatives
  • Liaison between departments to facilitate communication, coordinate projects, and consistent practices
  • Ability to adapt to changing priorities, work independently, minimal supervision, and contribute effectively within a team environment 
  • Support department heads in resolving administrative and operational challenges with practical solutions
  • Assist with special events and community activities, may include evenings or weekends 

HR Coordination 

  • Coordinate recruitment, hiring, onboarding, and personnel administration for all employees
  • Monitor and support employee training, professional development, certifications, compliance requirements, and workforce development initiatives
  • Develop and maintain HR policies, procedures, workflows, records, and employee handbooks in compliance with organizational and legal requirements
  • Administer confidential personnel processes, employee status changes, leave administration, and records management; payroll and benefits support as needed
  • Resource to employees and supervisors regarding workplace policies, employee relations, performance management, disciplinary actions, incident reporting, risk management, recognition, and retention efforts


Qualifications 

Required 

  • Associate or bachelor's degree in business, public administration, office management, human resources, or related field; or an equivalent combination of education and 3-5 years of progressively responsible administrative, operational, or office management experience
  • Strong customer service, interpersonal, organizational, multitasking, written, and verbal communication skills
  • Experience supporting HR functions, including recruitment, onboarding, employee records, and performance review administration
  • Proficiency with Microsoft Office and other business software applications
  • Ability to maintain confidentiality, exercise sound judgment, and demonstrate professionalism
  • Valid driver's license and successfully pass a background check
  • Commitment to ongoing professional development

Preferred 

  • HR certification (i.e., SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent credential); coursework, or formal HR training
  • Experience supervising administrative or front desk staff
  • Experience in parks and recreation, local government, nonprofit, or community-based organizations


Physical, Visual, and Work Environment Requirements 

Work is primarily performed in an office environment and requires frequent computer use, effective communication, and the ability to prepare and review documents. The position requires managing multiple priorities, occasional lifting of up to 25 pounds, and routine movement throughout administrative offices, parks, recreation facilities, and event sites. Occasional travel and limited outdoor work may be required.
