Job description

Job Summary: Administers mission critical databases and web services in a high availability environment with responsibility to provide 24x7 support services.
Duties and Responsibilities: Incumbents in this position must be U.S. Citizens
- Creates databases, installs and administers Oracle database engine and Oracle Application Server, Apache, Tomcat, WebLogic and WebSphere web server software and upgrades on IBM AIX, Linux and Windows operating systems. Applying database and web server patches as necessary.
- Creates and maintains configuration files.
- Configures JAVA and PHP components to enable form and content delivery.
- Installs SSL and certificate authentication on web servers and databases using Advanced Security. Implements access security, including encryption.
- Deploys ear and war files for application updates and upgrades.
- Configures databases and web servers to support application software while keeping databases and web servers compliant with defined standards
- Monitors the performance of UNIX, Linux and Windows based Oracle and SQL Server database engines.
- Implements and executes database backup and recovery methodologies
- Performs routine maintenance to ensure databases and web services are accessible and data is accurate.
- Creates and maintains database administration scripts using UNX shell and Standard Query Language (SQL).
- Writes and maintains system documentation according to established standards to facilitate ongoing support and maintenance.
- Work on multiple projects concurrently and meet deadlines.
- Ensure/implement the rigorous application of Information Security/Information Assurance policies, principles, and practices in the delivery of Systems, Applications and/or Services (Hardware & Software). Applies Security Technical Implementation Guide (STIG) and Payment Card Industry (PCI) requirements to Oracle and SQL Server databases and web servers.
- Creates database partitions.
- Administers other databases, such as SQL Server and Netezza as required.
- Implements and tests high availability and disaster recovery strategies.
- Provides technical support for crashes or failures by recovering database or web services and/or restoring data as necessary. Acquires knowledge of Oracle Data Guard and RMAN recovery technologies.
- Provides after hours support for databases and web servers as required for upgrades, roll outs and resolution of production issues.
- Monitors growth trends for databases, and coordinates physical environment requirements with UNIX and SAN Administrators.
- Assists in capacity planning for new and existing databases and web services.
- Evaluates database and web management tools and provides recommendations for risks and benefits for implementation and usage.
- Supports multiple development teams simultaneously. Provides technical support to application users and developers.
- Works independently or within the team.
- Provides on call 24x7 support for all databases and web servers on a rotating basis.
Perform other duties as assigned.
SECNAV M-5239.2 DoN, Information Assurance (IA) Workforce Manual requires that all incumbents of this position possess, and maintain current, two types of certifications as follows:
(1) IA Certification: One of the following certifications: Security+, GIAC Security Essentials Certification (GSEC), Security Certified Network Professional (SCNP), Systems Security Certified Practitioner (SSCP); or any one of the following higher level certifications: Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), GIAC Security Expert (GSE), Security Certified Network Architect (SCNA). NEXCOM preferred certification is Security+
(2) Technical Certification: Oracle Admin Certified Associate. Certification must be valid (not expired) as defined by the policy of the certification issuer. In lieu of certification, completion of Skill Port IZO-047 Oracle Database SQL Expert and IZO-052 Oracle Database 11g Administration Workshop 1 Release 2 with passing assessment scores.
Candidates without the required certifications may be placed into this job, but must obtain the required security certification and technical certifications or assessments within 6 months of appointment; failure to obtain this requirement will result in termination of employment. Incumbent will work under supervision and work towards the security and technical certifications.
This position is designated IAT2- (Non-Critical Sensitive) in accordance with SECNAV M-5510.30 and will require a favorable Access National Agency Check and Inquiries (ANACI).

GENERAL EXPERIENCE: Three years experience in administrative, technical or investigative work which demonstrated the ability and aptitudes required to perform technical, managerial or analytical work involving management information systems. Demonstrates solid analytical and problem solving skills. Exhibits effective written and oral communication skills. Possesses strong interpersonal and critical thinking skills, and has the ability to work independently or within the team.

SUBSTITUTION OF EXPERIENCE FOR EDUCATION: One year of related academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor's degree in software engineering or business information systems discipline for 3 years of general experience.
AND
SPECIALIZED EXPERIENCE: Minimum of three years progressive experience in the following:
> Experience in a Database and/or Web Services Technical Support Group with duties that included the full spectrum of Database and Web server software support.
> Monitoring, optimizing and administration of Databases and Web Servers. Knowledge of upgrade methodologies.
> Managing and optimizing the performance of various Databases and Web Servers.
> Configuring web services server farms in support of high volume Web Support capability.
> Backup and Recovery; understanding of high availability and fail-over technologies.
**THE PREFERRED CANDIDATE WILL HAVE THE FOLLOWING EXPERIENCE:
