Overview

***This position is physically located in the Marshall Islands in support of LOGCAP***

The Real Property Administrator Lead position is required to maintain accurate, audit-ready facility inventory data and provide structured support to the U.S. Government Real Property Accountable Officer in accordance with AR 405-70 and AR 420-1. USAG Kwajalein’s geographically isolated environment and complex infrastructure portfolio demand centralized oversight of real property records to ensure lifecycle tracking, regulatory compliance, and informed planning decisions. A dedicated lead ensures data integrity across asset systems, supports inspections and audits, and provides continuity between planning, engineering, and accountability functions.


Responsibilities

This position description is subject to change at any time as needed to meet the requirements of the program or company.

  • Administer and manage real property assets, ensuring their compliance with applicable regulations and policies.
  • Maintain accurate records of real property inventory, including acquisition, utilization, and disposal.
  • Ensure adherence to US Army regulations, real property policies, and federal guidelines concerning property management.
  • Coordinate with relevant agencies and stakeholders for compliance inspections and audits.
  • Support capital improvement projects related to real property, including planning and execution phases tailored to military requirements.
  • Assist in the development of project scopes, budgets, and timelines for improvements or modifications to real estate assets.
  • Conduct regular assessments of properties to evaluate condition and identify maintenance or improvement needs.
  • Manage budgetary processes related to real property assets, ensuring sound financial practices in planning and execution.
  • Oversee real property leases, contracts, and financial agreements to ensure compliance and fiscal responsibility.
  • Utilize real property management systems, including IBM Maximo, to track and report on asset status, life-cycle performance, and compliance.
  • Prepare and present reports to senior leadership on real property matters, project statuses, and regulatory compliance.
  • Facilitate coordination between various stakeholders, including command staff, contractors, and regulatory agencies.
  • Lead and participate in meetings and briefings to provide insights and updates regarding real property operations.
  • Other Duties as assigned

Qualifications
  • Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • Bachelor’s degree in Business, Engineering, Facilities Management, or related field (or equivalent experience)
    • Must be CAC eligible and/or ability to obtain a CAC.
    • Must have and/or ability to obtain a secret security clearance.
    • A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
  • Experience:
    • 7+ years experience in facilities or Army asset management/real property
    • 3+ years leadership experience
  • Skills:
    • Proficiency in using planning and project management software tools is essential. Common tools include Microsoft Project, Microsoft Office Excel, PowerPoint, Outlook, Word and other scheduling and project-tracking software. Candidates should be proficient with data analysis and interpretation.
    • Effectively able to communicate with various stakeholders, including project managers, team members, clients, and suppliers. Strong written and verbal communication skills are essential.
    • Attention to Detail: Precision is essential in project planning. Errors in schedules or resource allocation can have significant impacts on project outcomes.
    • The ability to adapt to changes in project scope, timeline, or resources.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 100 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
    • The worker is subject to both environmental conditions. Activities occur inside and outside.
    • The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
