Job description

Position title: Financial Execution, Planning, and Executive Portfolio Support, Senior Analyst

Location: Fort Belvoir, VA

Clearance required: SECRET

Scope: Provide senior-level financial and program analysis supporting budget execution, POM/BES exhibit development, and RDT&E appropriations justification for the RTI Business & Operations Group.

Responsibilities include (but are not limited to):

  • Prepare budget exhibits supporting requests for appropriations from Congress and funding justification for the President's Budget, including RDT&E program requirements, funding information, program descriptions, and justifications.
  • Support strategic, financial, and business planning to ensure RTI resources and funding align to the annual DoW Program Objective Memorandum (POM) and Budget Estimate Submission (BES).
  • Analyze appropriations and align available funding with the RTI mission.
  • Prepare PowerPoint charts, information papers, and coordinate with divisions on current and planned activities.
  • Support senior leadership reviews, both internal and external to RTI.
  • Bachelor's degree (E2 Analyst, Financial Systems III).
  • Minimum 7 years of related financial management experience (E2 Analyst, Financial Systems III).
  • Active Secret clearance.
  • Demonstrated experience developing POM/BES exhibits and analyzing RDT&E appropriations.
  • 5-10 years of experience in strategic and business planning aligned to defense research activities.
  • Strong executive briefing and information-paper development skills.

Desired Qualifications:

  • Prior support to DEVCOM C5ISR or comparable Army S&T/RDT&E budget programming.
  • Experience with EMPOWER/FIRE and GFEBS.
  • DoD financial management certification.
