ABOUT THE RILA COMMUNITIES FOUNDATION:
Retail is vital to communities nationwide, creating jobs, providing essential goods, and supporting economic opportunity. At the same time, growing retail crime and emerging fraud threats are placing new pressures on retailers, law enforcement, and local communities.

The RILA Communities Foundation (RCF) was created to address these challenges by fostering collaboration, information sharing, and research that advance effective, sustainable solutions. By connecting retailers, law enforcement, prosecutors, policymakers, and local organizations, RCF strengthens the partnerships needed to combat retail crime and improve community safety.
 
POSITION SUMMARY:
The Vice President, Community Safety Programs (RCF), is a senior leader responsible for developing, implementing, and executing RCF’s crime reduction programs and broader strategic initiatives.

The Vice President guides program strategy and execution across key issue areas, including organized retail crime, prolific theft, cargo theft, gift card fraud, and other crimes affecting in-store, online, and supply chain environments. Working closely with RILA member retailers, local and state law enforcement agencies, prosecutors, and partner associations, this role ensures programs are innovative, scalable, results driven, and positioned to strengthen RCF’s national impact and visibility.

Candidates must have at least three years of experience as a local prosecutor.
 
POSITION RESPONSIBILITIES:
Program Strategy & Leadership:
  • Develop and implement RCF’s program strategy, ensuring initiatives align with RCF’s mission and organizational priorities.
  •  Identify emerging retail crime trends, risks, and opportunities, and translate
  • Lead the design and execution of new initiatives with clear objectives, measurable outcomes, and long-term sustainability.
  • Provide strategic guidance and thought leadership across RCF’s program areas.

Stakeholder Engagement & External Partnerships:
  • Convene virtual and in-person meetings with key stakeholders to promote information sharing, idea generation, and accountability.
  • Build and manage partnerships with public sector stakeholders, including federal, state, and local law enforcement agencies; county prosecutors; attorneys general; and policymakers at all levels.
  • Develop and maintain relationships with partner organizations, including Organized Retail Crime Associations, the National District Attorneys Association, the International Association of Chiefs of Police, the Attorney General Alliance, state retail associations, and other groups focused on combating retail crime.
  • Advance cross-sector collaboration to expand program reach and support stronger outcomes in communities nationwide.
  • Cultivate strategic partnerships that strengthen program resources, visibility, and impact.
 
Program Execution & Performance Management:
  • Manage program implementation from planning through completion, ensuring milestones, deliverables, and outcomes are achieved on schedule.
  • Define performance measures and evaluation tools to assess program impact and effectiveness.
  •  Track progress, resolve barriers, and apply continuous improvement practices to strengthen results.

Communications & Thought Leadership:
  • Lead the development of executive-level communications, including reports, presentations, and strategic briefings.
  • Turn complex data and program results into clear, persuasive narratives for internal and external audiences.
  • Advance industry thought leadership through publications, events, and public engagement.

Team Leadership & Organizational Collaboration:
  • Lead, mentor, and develop program staff while fostering a collaborative, high-performing team culture.
  • Partner with RILA leadership and cross-functional teams to align RCF initiatives with broader organizational priorities.

Risk Management & Innovation:
  • Identify program risks, implementation barriers, and external factors that could affect success.
  • Create mitigation strategies and adaptive approaches that support program resilience and effectiveness.
  • Promote innovative program design by using data, partnerships, and new engagement models.
