MUNICIPAL CONTRACT COMPLIANCE & REPORTING MANAGER
Salary Range: $90,000 - 150,000/year
CR&R Incorporated is seeking an experienced Municipal Contract Compliance & Reporting Manager to lead the administrative, reporting, and compliance functions supporting our municipal franchise agreements.
This is a highly visible management role responsible for overseeing a team of 30+ employees who coordinate municipal reporting, contract requirements, sustainability programs, outreach activities, and other deliverables for the cities and public agencies we serve.
The successful candidate does not need to be a sustainability expert. We are looking for a strong people manager and administrative leader who can organize a large team, establish accountability, manage deadlines, oversee complex reporting requirements, and ensure contractual commitments are completed accurately and on time.

This position provides the leadership and structure behind those commitments - ensuring our teams know what is required, deadlines are met, reports are accurate, and municipal partners receive consistent, professional support.
What You'll Do
  • Lead, supervise, and develop a team of 30+ employees supporting municipal contracts, reporting, sustainability programs, and community outreach
  • Oversee administrative compliance with municipal franchise agreements and other contractual requirements
  • Manage recurring city reports, regulatory reports, program documentation, performance metrics, and contract deliverables
  • Establish reporting calendars, deadlines, workflows, and accountability systems across multiple municipal contracts
  • Ensure data submitted to municipalities and regulatory agencies is accurate, complete, consistent, and delivered on time
  • Coordinate with Operations, Finance, Customer Service, Recycling, Organics, and other departments to gather information required for municipal reporting
  • Monitor contract requirements and ensure responsible departments complete required actions and deliverables
  • Track outstanding commitments, corrective actions, reporting deadlines, and municipal requests
  • Review reports and presentations before submission to city staff and other public agencies
  • Identify gaps, inconsistencies, or potential compliance issues and drive them through resolution
  • Develop procedures, templates, tracking systems, and internal controls to improve reporting accuracy and efficiency
  • Manage workload and staffing across the department while establishing clear expectations and performance standards
  • Support meetings with municipal staff and assist with presentations, contract reviews, audits, and compliance discussions
  • Provide leadership with visibility into contract performance, reporting status, risks, and outstanding obligations
What We're Looking For
  • Bachelor's degree in Business Administration, Public Administration, Management, Environmental Studies, or related field
  • 5+ years of progressive management experience, including experience leading a large administrative or professional team
  • Demonstrated ability to manage 20+ employees, multiple workstreams, and competing deadlines
  • Strong administrative, organizational, and project management skills
  • Experience managing contractual requirements, compliance reporting, government reporting, regulated programs, or complex client deliverables
  • Strong Excel, reporting, documentation, and data-management skills
  • Ability to review detailed information for accuracy and identify discrepancies or missing requirements
  • Strong written and verbal communication skills
  • Ability to work effectively with executives, operational leaders, municipal staff, and other external stakeholders
  • Experience with municipal government, waste and recycling, environmental programs, public utilities, transportation, or another regulated industry is preferred but not required
