Job Description:
  • Position Summary

    The Quality Inspector will be responsible for executing daily inspection and testing activities for a major Flood Risk Control project in San Juan, Puerto Rico, delivered for the United States Army Corps of Engineers (USACE). The project includes deepening and widening an existing river channel and constructing two riverbank retaining systems composed of tangent drilled shafts reaching depths of approximately 100 feet.

    This role ensures that all construction activities comply with contract specifications, USACE standards, approved submittals, and Ferrovial quality procedures. The Quality Inspector will support the Construction Quality Control (CQC) plan by monitoring field work, documenting compliance, and ensuring timely identification and resolution of deficiencies to achieve successful project delivery.

    Key Responsibilities

  • Perform daily inspections of construction activities, ensuring compliance with project specifications, drawings, and approved submittals.
  • Monitor field operations related to heavy civil works, including deep foundations (drilled shafts) and dredging.
  • Structural concrete and retaining systems.
  • Verify that materials and workmanship meet contract requirements and USACE quality standards.
  • Document inspections, tests, and field observations through daily reports and quality control logs.
  • Identify non-conforming work and support the preparation of Non-Conformance Reports (NCRs); track corrective actions through closure.
  • Witness and document testing activities (soil, concrete, compaction, rebar, etc.) in coordination with laboratories and field teams.
  • Ensure proper implementation of the approved Quality Control Plan
  • Coordinate closely with Construction, Field Engineers, Superintendents, and subcontractors to resolve quality issues.
  • Maintain accurate and organized quality records in compliance with project documentation and QMS requirements.
  • Promote a strong safety and quality culture aligned with project and company standards.
  • Assist the Quality Manager in monitoring compliance with the Construction Quality Control (CQC) Program.
  • Requirements

  • Associate or Bachelor's degree in Civil Engineering, Construction Management, or related field.
  • Minimum 3-7 years of experience in construction quality inspection for infrastructure or heavy civil projects.
  • Experience working on USACE or similar federally funded projects (preferred).
  • Strong knowledge of field inspection procedures and testing standards
  • Experience with heavy civil works, such as; deep foundations (drilled shafts), structural concrete and earthworks
  • Familiarity with Non-Conformance Reports (NCRs), corrective actions, and quality reporting systems.
  • Ability to read and interpret drawings, specifications, and contract documents.
  • Strong attention to detail and problem-solving skills.
  • Ability to coordinate effectively with multidisciplinary teams and subcontractors.
  • Certifications such as OSHA, ACI, NICET, or USACE CQC (preferred).
  • High level of English (written and spoken) required.
