About the role
The Quality Assurance/ Quality Control (QA/QC) Program Engineer serves as the quality authority across the full equipment lifecycle - from factory floor through energization, integrated systems testing, and turnover to Operations. The QA Engineer role owns the verification chain that confirms every piece of Owner Furnished / Contractor Installed (OFCI) equipment is built, tested, documented, tagged, installed, and turned over exactly as specified in the approved submittals and drawings.
What you'll do
Working in close partnership with Procurement, Engineering, Commissioning, Construction, the General Contractor (GC), and Site Engineering, the QE manages the factory witness and acceptance test program, performs audits of documentation, drives Root Cause Analysis and enforces accountability against the construction and commissioning plans. The position is fundamentally an Objective Quality Evidence (OQE) role: findings must be documented, traceable, and pursued to 100% closure - not observed and set aside.
Prime is strategically placing quality engineering personnel in each of its domestic development hubs: Denver, Phoenix, Chicago, Dallas, and Austin.
  • Manage and maintain all vendor factory visits through the Factory Witness Test/ Factory Acceptance Test (FWT/FAT) Tracker, including scheduling, scope, and assignment of responsible parties from the Procurement and Engineering teams.
  • Assist in providing factories with current standard operating procedures and approved test scripts in advance of the visit, ensuring a controlled testing environment and meaningful, usable data takeaways.
  • Partner with Procurement and Engineering to conduct a high-quality review of the equipment.
  • Identify and document all deficiencies discovered during onsite factory visits, propose corrective next steps
  • Document OFCI equipment findings establishing the objective evidence trail from factory to field.
  • Ensure asset tag data for OFCI gear for traceability and verify that nomenclature matches the approved RFI drawings or the superseding approved revision.
  • Verify entry of the same asset tag data into the site equipment management system.
  • Reconcile discrepancies between tag data, submittals, and drawing revisions before they propagate downstream into maintenance and asset management records.
  • Direct Root Cause Analysis (RCA) for inconsistencies and errors discovered during QAQC review of GC documentation and confirming corrective action effectiveness.
  • Escalate systemic documentation failures to Operations management with supporting data.
  • Conduct a review of OFCI set-in-place equipment
  • Document all field discrepancies.
  • Participate in and document pre-energization cleanliness walks.
  • Attend and document the energization event for gear.
  • Coordinate with Construction and Commissioning personnel to conduct the Pre-IST Open Issues Review.
  • Coordinate with Construction and Commissioning personnel to conduct the Post-IST Lessons Learned session
  • Conduct weekly Lessons Learned Follow-Up Meetings with the project team to review the status of open follow-up actions.
  • Perform a quality and accuracy review of the switch, breaker, and valve As-Found / As-Left line-ups.
  • Coordinate the turnover walk with the site operations team prior to their assuming custody of the equipment
  • Ensure material condition is maintained current with accurate ticket numbers, status, and defined next steps.
  • Coordinate with site engineers to routine material condition status calls addressing OFCI open issues.
  • Generate material condition reports for Operations management.
  • Participate in GC meetings and calls for the project, representing the owner's interests, and ensuring that every effort is made to correct outstanding issues.
  • Enforce accountability for parties responsible for failures in execution of the construction and commissioning plan and for delays to schedule, supported by documented evidence rather than assertion.
  • Lead or support audits, reviews, and working discussions with Site Engineers targeting the resolution of open issues.

Qualifications
Required
  • Bachelor's degree in mechanical or electrical engineering, Construction Management, or a related technical discipline - or equivalent combination of military technical training (e.g., Navy Nuclear Power Program) and directly relevant field experience.
  • 7+ years of QA/QC experience in mission critical, data center, industrial, or comparable high-reliability construction environments.
  • Demonstrated experience in RFP review, equipment submittal review, and in-depth equipment inspection.
  • Working command of Objective Quality Evidence (OQE) principles and documentation standards.
  • Direct experience witnessing factory acceptance testing of electrical and mechanical gear (switchgear, UPS, generators, transformers, switchboards, chillers, CRAH/CRAC units, pumps, valves).
  • Practical fluency with commissioning Levels 1-5, IST execution, and pre-energization safety and cleanliness protocols.
  • Proficiency with Cx Alloy or an equivalent commissioning management platform; ability to become proficient in MCIM and MCAP.
  • Demonstrated ability to lead formal Root Cause Analysis using structured methodology (5-Why, Fishbone, Fault Tree, or equivalent).
  • Ability to read and interpret single-line diagrams, P&IDs, sequences of operation, control drawings, and submittal packages.
  • Strong command of/subject matter expertise in mission-critical MEP systems - power distribution, UPSs, generators, switchgear/ATSs, chilled-water and air/liquid cooling systems, controls (BMS/EPMS), and fire/life safety, etc.
  • Comfort executing responsibilities in a professional leadership role while acting as a representative of Prime
  • Willing and able to travel to project sites (domestic; international as the portfolio requires).

Preferred
  • Professional and commissioning certifications (CxA, CQM, ACG CxA, BCxP, EIT, PE, ASQ CQE/CQA, PMP, etc)
  • Prior experience in an owner's representative or owner-side quality role.
  • Familiarity with NETA, NFPA 70E, IEEE, and ASHRAE standards as applied to acceptance testing.
  • Experience implementing asset tagging and traceability programs at scale.
  • Experience with hyperscale and high-density AI/GPU data center applications, including air/liquid/DTC thermal management systems.
