We are currently looking for a QC Program Manager to join our Risk and Compliance team.
Job Summary
This position’s primary focus is to manage the day-to-day complex functions of the Bank’s residential loan Quality Control (“QC”) Program to help ensure the Bank is complying with various lending-related state and federal regulations as well as Government Sponsored Enterprise (“GSE”) / Investor and Bank guidelines and policies.
What you can expect to work on
  • Perform QC liaison responsibilities between third-party QC providers and NASB management, including the following:
    • Prepare monthly orders and upload documentation to third-party portals;
    • Review third-party findings and prepare exception reconciliation report, including documenting findings and trends, rating risk and proving input based on experience and analysis, while identifying root cause and developing a plan for remediation.
    • Communicate third-party findings to NASB management;
    • Review and disposition management responses; and
    • Prepare monthly defect rate calculation and trending analysis.
  • Ensure reviews are performed in a timely manner in accordance with the Bank’s QC Compliance Program, policies and procedures, state and federal regulations and GSE / Investor guidelines.
  • Maintain and update various logs and QC databases to meet departmental and auditing requirements.
  • Assist with HMDA data integrity analyses, assist with the annual HMDA submission process, and assist with CRA compliance efforts.
  • Assist the Vendor Management Office as needed with initiatives derived from the onboarding and/or management of new and existing vendors.
  • Assist the Chief Information Security Officer (“CISO”) with annual updates to the Business Continuity Plan (“BCP”) and participate in quarterly tabletop exercises as needed.
What you offer us
Any combination of education and experience providing the required skill and knowledge is qualifying.
  • Bachelor’s degree (B.S. / B.A.) from an accredited educational institution preferred
  • At least four (4) years in Quality Control or Residential Mortgage Operations (knowledge of underwriting, processing, closing and originations) with at least one (1) year in Quality Control and / or equivalent
  • Extensive and well-versed understanding of state amp; federal regulations (including but not limited to: RESPA-TILA, HMDA, Fair Lending, ECOA, and FDPA (Flood)
  • Strong knowledge of Fannie Mae (FNMA), Freddie Mac (FHLMC), Federal Housing Authority (FHA) and Veterans Administration (VA) Agency guidelines as well as Investor and NASB Guidelines
Other Skills amp; Knowledge:
  • Demonstrated sound judgment in assessing the significance and relevance of identified compliance risks
  • Maintain high ethical standards, representing the Bank with honesty and integrity
  • Practice discretion with regard to customer and employee confidential information
  • Ability to maintain professional integrity, maturity and judgment, even while faced with opposition
  • Demonstrated ability to multi-task while maintaining a high degree of accuracy
  • Ability to handle a heavy workload and meet deadlines with limited supervision
  • Team-oriented and flexible
  • Thorough understanding of underwriting policies and procedures including investor guidelines and regulatory updates
  • The ideal candidate will have a proficient understanding of HMDA and Community Reinvestment Act (“CRA”) Compliance
  • Familiar with all functional areas of mortgage lending and related laws, regulations and guidelines, including mortgage loan processing and underwriting
  • Excellent working knowledge with Microsoft Office
  • Experience with Encompass LOS preferred
  • Experience in building report trending and metrics preferred
  • Familiarity with loan application and closing documentation required
  • Understanding of best practices in the QC / compliance field
