POSITION SUMMARY
The Quality Control Inspector is responsible for monitoring vendors for contract and program compliance. Primary duties will include conducting quality control inspections in the field to ensure correct application of HUD and PHA inspection requirements, and to conduct Enforcement Reviews. Reports to the HCV Inspections Compliance Manager.
DUTIES AND RESPONSIBILITIES
โ€ข Maintain full understanding of program requirements, procedures, goals, as well as HUD and internally established measurement systems
โ€ข Perform Quality Control inspections in the field using the CHA Inspection Standards to determine compliance with HUD and PHA inspection requirements
โ€ข Monitor vendor performance in the following areas:
o Conducting timely unit inspections
o Proper application of HUD and PHA inspection requirements
o Performing abatements as required under SEMAP measurement.
o Rent reasonableness determinations.
o Update CHA's database systems
o Proper documentation in file
โ€ข Recommending changes to CHA Inspections Guidebook
โ€ข Meet with vendors to review and discuss quality control results
โ€ข Record and report vendor scores and performance
โ€ข Generate reports for selections
โ€ข Route inspections and communicate schedule with tenant and owners
โ€ข Perform other HCV Quality Control Program functions as requested
โ€ข Performs all other duties and projects as assigned
โ€ข Perform other HCV Quality Control Program functions, including file reviews, financial and HUD report reviews, as requested.
QUALIFICATIONS
This position requires a minimum of five years of relevant field experience in real estate sales, property management, property maintenance, housing inspections, construction, or property rehabilitation. Experience using electronic and computerized information systems, Microsoft Word, and Excel. Experience in conducting audits and/or reviews preferred. Must possess excellent verbal and written communication skills. Requires effective problem-solving, analytical, and organizational skills. Yardi experience preferred. Must possess a current driver's license. The ideal candidate will display enthusiasm for undertaking challenges, a professional and respectful demeanor, and the ability to establish and meet critical goals. Within one year, the incumbent will be required to pass HCV Housing Quality Standards certification examination with an 85% or higher level.
