Job description

Position Description: Accomplish the procurement and delivery of specified equipment and/or services from qualified vendors at the most favorable prices and terms.
Reports to: FEC Procurement Agent
Essential Duties & Responsibilities*:

  • Purchasing of equipment & materials from qualified vendors.
  • Managing the creation of the general and special conditions, safety requirements and scope requisitions for the Project - withsupport from Operations - to ensure that the scope, schedule, M/WBE requirements, insurance and bonding requirements are clearly defined for the bidders.
  • Resolving issues with regard to any disputes relating to scope of work and change orders.
  • Examining the plans and specifications for any deficiencies, equipment issues, and technical questions and making recommendations in award memo.
  • Establishing equipment bidding procedures, preparation, pre-qualifications and approval of bid lists.
  • Managing of bidding process, including bid period.
  • Receiving and analyzing bids and conducting scope review meetings with competitive bidders.
  • Negotiating scope and price with vendors.
  • Issuing recommendation for approval of vendors and any awards to such vendors to client and/or project team.
  • Awarding vendors; negotiating terms with vendors.
  • Supervising Procurement Assistants and/or interns, including providing input or performance appraisals.
  • Establishing and overseeing Procurement Schedule, including attending project meetings.
  • Overseeing current insurance certificates, bonds, and consent of surety for reserve reductions, off-site material payments and final payments.
  • Developing and implementing strategy to meet the M/WBE requirements.
