Role Description:

The Senior Manager, Pumping Operations is responsible for managing the activities of the Pumping Operations Branch and the operation of all sanitary, combined, water, and storm water pumping stations and water storage facilities of the District of Columbia.

Essential Duties & Responsibilities:

• Manages and provides day-to-day leadership to the team engaged in specified operational activities as appropriate to the position specifically related to the operations of nine sewer pump stations, four water pump stations, sixteen storm water pump stations, and eight water storage facilities, which are all 24-hour, 365 day on-call operations.
• Lead asset management, reliability, cost reduction, energy management initiatives and support the preventive, predictive and corrective maintenance programs. Provides conditional assessment and recommendations for the replacement of equipment.
• Recommend, implement and monitor Key Performance Indicators and monitor monthly performance against forecast and benchmarks.
• Leads the monthly water pumping and consumption reconciliation reports to ensure there is minimal loss to DC Water.
• Utilize financial data to develop business cases and business benefits to assist the Director in decision making and prepare the Branch's budget and monitor expenditures.
• Leads the quarterly review of Maximo work order data to establish "bad actors" and working with maintenance and SCADA-PCS conduct Root Cause and Failure Mode and Effects Analyses leading to increased asset availability and reduced operating cost.
• Execute an operational excellence program that supports safe, efficient, and reliable operations including the coordination of best practice implementation and standardization.
• Provide insight into the operation through business analytics and drive continuous improvement efforts.
• Develop and implement annual Operations Strategic Plans that align with DC Water Strategic Plans.
• Submission of Critical regulatory reports to the Environmental Protection Agency on Combined Sewer Overflow Operations.
• Coordinates and inspects equipment, installation and repairs to all Pump facilities and identifies the type and scope of work for operational maintenance activities.
• Interfaces with the SCADA-PCS Branch and other branches within the Authority to ensure continuous operation of all pumping activities including the development of control narratives related to pump station operation.
• Responsible for adhering to both the Clean Drinking Water Act for the sewer collection system, the Safe Drinking Water Act for the water distribution system, EPA, OSHA and other appropriate regulations.
• Establish and update Standard Operations Plans and Procedures as well as Emergency Operational Plans for all water and sewer facilities and coordinates pumping and water production activities with the Army Corps of Engineer's Washington Aqueduct.
• Oversee the normal operations budget for the Branch, assuring proper utilization/control of obligated funds and submitting annual budget estimates, as well as making recommendations for the capital budget for all water and sewer facilities.
• Enforces all rules and regulations pertaining to housekeeping, safety, employee conduct, care of equipment, and fire protection for all water and sewer facilities.
• Monitors and evaluates the progress of the Branch towards meeting goals and recommends adjustments to objectives, work plans, schedules, and commitment of resources for both water and sewer operations.
• Provides clarifications and interpretations to drawings and specifications, and recommends changes in design, specifications, and schedules to accommodate latent unforeseen conditions, policy changes, and other requested or necessary changes in scope., and ensures control narrative is updated for all water and sewer facilities.
• Overseas, reviews and recommends approval of change order negotiations with construction contractors, and consultants including both schedule and cost.
• Performs other related duties and projects assigned at the discretion of the immediate supervisor.
• Oversee the capital improvement and delivery program for the Branch for both water and sewer programs, engage with all stakeholders to ensure compliance and delivery for all pumping facilities and asset management.

Supervisory Responsibilities: Provides daily planning and administration through subordinate supervisors, in the selection, assignment, supervision, promotion, discipline, and training of personnel within the Branch. Ensures compliance with OSHA, Equal Employment Opportunity, labor law, and payroll.

Key Working Relationships: Interacts with officials throughout the Authority, other government agencies, and consultants and contractors.

Required Skills & Qualifications

Required Experience:Ten (10) years of progressive experience with pumping operations and maintenance in a sewer collection or water distribution system of a public utility, inclusive of (5) years of supervisory and/or program management experience; or equivalent combination of education and experience.Minimum Education Requirements:A Bachelor's Degree in Environmental Engineering, Environmental Science, Management or related field from an accredited college or university.Required Skills:Strong analytical, planning, and organizational skills. Strong leadership and interpersonal skills.Excellent in human relations, oral and written communications, supervisory skills, including delegation skills.Utilizes a personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, email, database, etc.).Required Licenses & Certifications:N/APhysical Requirements: Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures.Subject to noise, vibration, and to hazards from a variety of physical conditions.
