Public Works Assistant Jobs (NOW HIRING)

Job Summary Programs, directs, administers, and evaluates the operations of the Public Works Department. Assists in the planning and programming of lifecycle management of public facilities to ensure the expected reliability of the City's street, park, docks/commons, building, utility, and mobile and stationary equipment facilities and infrastructure facilities. Provides flood plain, wetland, and storm water planning, field evaluation, and inspection for Public Works and Community Development functions.

Responsible for assisting with interpretation, enforcement, and compliance of ordinances and policies as adopted by the City of Mound. Scope of Impact: The duties and responsibilities of this job are performed with latitude for independent judgement in accordance with Department and City policies, Federal, State and Local regulations and are based on detailed knowledge of department operations. Work is subject to periodic review by the supervisor, who provides input on approval of recommendations and discusses assignments, priorities and work.

Essential Duties This job description is intended to represent only the key areas of responsibilities; specific position assignments will vary depending on the business needs of the department. Under the general direction of the Public Works Director; assist in providing leadership, coordination, planning, programming, and administration of a comprehensive operations and maintenance program encompassing all public buildings and facilities, street, park, docks/commons, utility, and mobile and stationary equipment and infrastructure, in a manner that will ensure the highest level and efficient means of service in the Public Works Department consistent with best-practice, professional standards, department and City policies, and the annual work plan. Manage utility systems and monitor Supervisory Controls and Data Acquisition (SCADA) and notification pager systems to ensure continuity of essential utility services to the City.

Assist in formulating goals and objectives for Public Works Department in order to accomplish directives from the Public Works Director. Assist the Public Works Director in developing Public Works annual budgets and manage departmental spending. Plan, specify, and execute procurement of materials, equipment, and services; manage services and task order completion and delivery by commercial vendors Assist and/or execute Floodplain, Wetland, and Storm Water field inspections and enforcement.

Manage safety programs for Department personnel: AWARE, OSHA, HAZCOM, Etc., take prompt corrective action concerning potential safety hazards, and keep accurate records. Provide direct department supervision including staffing, training, evaluation, and discipline of Public Works personnel and consultants. Plan, prioritize, and direct response and recovery tasks following natural, man-made, and equipment failure events/incidents under direction of Incident Commander, City Manager, and Public Works Director as appropriate

Address concerns from the public and attempts to resolve them in a timely and courteous manner. Performs other duties as apparent or assigned. While performing the essential functions of this position, an individual will be subject to general business day work-hours as scheduled by the supervisor.

Additional hours are required and generally limited to emergency responses; and on occasion to meet with outside contractors, consultants or the general public, and to attend special events, public meetings, or presentations. Knowledge and Skills Strong knowledge of the materials, methods, techniques, tools, and equipment used in repairing, maintaining, and constructing Public Works infrastructure and public facilities; Leadership and management; Preparing reports; Managing division operations; Analyzing and developing policies and procedures; Using a computer and related software applications; Public relations and public speaking; Interpreting laws and regulations Preparing budgets; Program and project management; Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the public, etc. sufficient to exchange or convey information and to receive work direction.

Qualifications Minimum Education: High school diploma or equivalent. Minimum Experience: Three or more years progressively responsible public works or parks maintenance administration experience Five or more years of experience in a supervisory or managerial position. Five or more years of experience in oversight of construction and/or multi-trade infrastructure maintenance Three or more years of experience operating utility systems via SCADA and site-specific controls Equivalency: An equivalent combination of education and experience closely related to the duties of the position may be considered.

Completion of an accredited MPWA Public Works Administration Certificate Program, could be considered equivalent for work experience. Required Licenses/Certifications: Minnesota Class D Commercial Driver's License. Current Minnesota Class D Water and Class SD Sewer Licenses, or ability to attain within 18 months Desirable Qualifications: Associates Degree or higher in Public Works, Engineering, or related field.

Valid Class B drivers license.
