Examples of Duties Supervision Exercised Exercises direct supervision over management, supervisory, engineering, technical, maintenance, and administrative staff. Examples of Important and Essential Duties Assume full management responsibility for all Public Works Department services and activities including environmental programs, facility maintenance, forestry, parks and beach, capital improvement program implementation, and streets, drainage, and fleet maintenance services and operations. Manage the development and implementation of Public Works Department goals, objectives, policies, and priorities for each assigned service area; establish, within City policy, appropriate service and staffing levels; allocate resources accordingly.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes. Represent the Public Works Department to other City departments, elected officials, utility providers, volunteer groups, and other organizations; explain and interpret Public Works Department programs, policies, and activities; negotiate and resolve sensitive, significant, technically complex, and controversial issues. Serve as the City Engineer.
Select, train, motivate, evaluate, and counsel Public Works Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; develop staff development programs. Plan, direct, and coordinate the Public Works Department's work plan; meet with staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures. Manage and participate in the development and administration of the Public Works Department budget; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
Provide assistance to the City Administrator, City Council, Forest and Beach Commission, and other boards and commissions; prepare and present staff reports and resolutions, make recommendations, and prepare other correspondence. Conduct a variety of studies, investigations, and operational studies; recommend modifications to Public Works Department programs, policies, and procedures as appropriate. Participate on a variety of boards and commissions including, but not limited to: Climate Committee, and the Technical Advisory Committees for the Transportation Agency of Monterey County, ReGEN, and Monterey Regional Stormwater Management Program.
Serve as Executive Team liaison to the Forest and Beach Commission and the Climate Committee. Serve on the Traffic Safety Committee and make recommendations on traffic matters including traffic flow patterns, traffic signage and pavement markings, and needed safety improvements. Participate in development and execution of emergency preparedness initiatives and emergency response operations.
Develop the Department's safety and training programs. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of engineering. Develop the Annual and 5-year Capital Improvement Plans.
Oversee the selection of consultants to provide professional services for public works programs and capital improvement projects. Review proposals and qualifications, negotiate terms of professional services agreements, approve consultant work products and services, and negotiate amendments. Review master plans, technical reports, engineering designs, plans, specifications, and contract documents for public works infrastructure and other capital improvement projects; verify plans and specifications for conformance with City standards, regulatory and industry standards.
Review and approve for construction improvement plans, technical specifications, bidding and contract documents, and cost estimates for capital improvement projects. Oversee the acquisition of project funding, environmental clearances, building and regulatory agency permits, and right-of-way. Review bid proposals, award construction contracts, oversee design support during construction, construction management, materials testing, and construction inspection efforts.
Resolve change orders, claims, and disputes, process progress payments, and close out projects. Respond to and resolve difficult and sensitive inquiries and complaints. Other Job Related Duties Perform related duties and responsibilities as assigned.
