General Summary The City's Public Service Manager performs managerial, technical, and administrative work overseeing the Public Service Division which includes the operations, maintenance, and programs related to right-of-way management, solid waste management (such as Large Item Collection, Street Sweeping, Leaf and Curbside Collection), streets, sidewalks, traffic infrastructure, and emergency and seasonal operation response. Completes work with substantial discretion and within broad parameters. Reports to the Public Works Director or Deputy Public Works Director.

This position is also eligible for the following retirement benefits: Vacation Leave: 3.09 hours accrued bi-weekly (increases with YOS). Sick Leave: 4.62 hours accrued bi-weekly, approx. 120 hours per year with no limit on accumulation

13 Paid Observed City Holidays 1 Floating Holiday which must be taken during the fiscal year (July 1 - June 30) Choice of retirement plan: Defined Benefit Pension Plan: Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary. Defined Contribution 401a Plan: Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account.

The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required.

Voluntary 457 Deferred Compensation Plan Eligibility to purchase prior service credit under the Defined Benefit Plan. The City of Charlottesville manages its own retirement system and does not participate in VRS; however, a Portability Agreement is available for eligible employees. Develops, plans, manages and handles the overall coordination of maintenance and infrastructure repair programs related to the right-of-way, including planned and seasonal operations, and the installation of new infrastructure systems.

Develops, manages, and monitors the information systems including asset management and asset conditions, public facing informational portals, and GIS applications. Develops and manages the planning and implementation of emergency and special operations. Coordinates programs and services to ensure compliance with regulatory requirements.

Develops and manages contracts and agreements to supplement services delivery and ensures access and benefits for internal/external stakeholders. Develops and manages capital and operating budgets which support the division systems and services. Develops and presents reports to management, City Council, stakeholders, and public.

Provides administrative oversight including developing and administering operating budget, developing policies and procedures, writing reports on projects and making recommendations to management on project needs and concerns. Sets and manages division priorities, creating clear direction and expectations for staff and follows through to ensure achievement and accountability. Effectively responds to questions, concerns, and provides technical information to citizens, contractors, agencies, city management, and others.

Supervises, coaches, trains, motivates, assigns work activities, evaluates performance, and overall management of subordinate staff; interviews, selects, and administers disciplinary action to subordinate employees, in accordance with established personnel policy and procedures. Establishing professional standards for work quality, quantity, performance, and accountability. Responds to special events and emergency related situations including inclement weather situations.

Subject to be called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines. Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.

Regular and reliable attendance. Other Duties Performs additional duties to support operational requirements as apparent or assigned. Education, Experience and Skills Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education such as college.

Bachelor's degree in public administration, engineering, construction management or related field AND 5 years of professional experience in public service management (specifically infrastructure management, right-of-way public services and emergency response operations, budget management, and human resource management); including 2 years in a supervisory capacity. OR Associate Degree or advanced training AND 7 years in public service management (specifically infrastructure management, right-of-way public services and emergency response operations, budget management, and human resource management); including 2 years in a supervisory capacity. OR High school diploma or GED AND 9 years in public service management (specifically infrastructure management, right-of-way public services and emergency response operations, budget management, and human resource management); including 2 years in a supervisory capacity.

OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above. Certifications/Licenses/Other Requirements: Must obtain and maintain a valid Virginia Driver's License and acceptable driving record according to city criteria. Knowledge, Skills, Abilities and Other Characteristics: Job Knowledge Extensive knowledge of the principles and practices of construction and maintenance of pavement, curb and gutter, sidewalk and signalized intersections, and stormwater management. Comprehensive knowledge of asset management and of management information systems. Comprehensive knowledge of safety precautions, operational hazards and safety regulations/requirements (OSHA) related to the industry.

Comprehensive knowledge of federal, state and local laws and regulations governing the operations. Thorough knowledge of principles and practices of budgetary management, public procurement, and employee supervision and leadership Reading Advanced: Ability to read and understand complex feasibility studies, regulations, publications, financial reports, legal documents, and technical plans and drawings. Writing Advanced: Ability to develop and organize complex written materials to provide technical reports on feasibility studies, project recommendations, plans and status, issues and problems in the maintenance of complex infrastructure, maintenance and operations.

Ability to tailor writing to specific audiences and explain complex information and ideas. Math Advanced: ability to develop, plan, provide, implement, and monitor a large comprehensive budget and expenditures for large scale projects and programs; applying fundamental concepts and complex mathematical calculations and analysis. Communication Skills Advanced: Establish and maintain effective working relations with co-workers, subordinates, City officials, contractors, vendors, and the public.

Must be able to communicate complex, technical information and issues to a variety of individuals. Must be able to problem solve in a way to build consensus and agreement which may include during stressful, negative situations requiring significant tact. Communication skills to develop and implement new and existing policy; and lead committees for operations and projects.

Interactions may involve communicating controversial positions and presenting sensitive issues. Evaluates effectiveness, develops cooperative associations, and utilizes resources to continuously improve communications. Independence and Decision-Making Administrative Direction: Normally completes work with substantial discretion and within broad parameters defined by general organizational requirements and accepted practices.

Serves as an advanced resource in department operations and strategic planning. Technical Skills Advanced: High-level skills in the technical aspects of right-of-way, streets, lighting and traffic operations. Advanced skill in the use of Microsoft Office applications, Computer Aided Drawing (CAD), Geographical Information Systems (GIS), and other application/programs as needed to develop and maintain projects and operations.

Fiscal Responsibilities Prepares and oversees the budget for the division. Reviews and approves division expenditures, researches and prepares recommendations for future projects and budget projections. Supervisory Responsibilities Manages, monitors, and directs work performance of subordinate supervisors and of the Public Service Division overall.

Makes final decisions on hiring, discipline, performance evaluation, setting program/work objectives and realigns work and staffing as needed. Evaluates overall division organizational goals. Other Characteristics Organization and time management, sometimes under strict time constraints.

Works with others as part of a team. Exacting and tedious work. May require dealing with angry, frustrated and/or upset individuals and contractors.

Independently performs multiple tasks simultaneously. Frequent change in tasks. Constant interruptions and requests for service.

May be required to work emergency on-call and/or weather-emergency on-call. May be required to work additional hours outside normal schedule such as evenings, weekends, and holidays. Physical Conditions & Additional Information Physical Demands: Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/ or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects.

Must regularly use a ladder/step stool and drive a vehicle. Must be able to communicate information and ideas so others will understand. Must be able to exchange accurate information involving position duties.

Ability to observe details at close range (within a few feet of the observer). Machines, Tools, Equipment, Software and Hardware: Computer programs including CAD, GIS-centric asset management software and other related technical program related to industry standards. Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.

Work Environment: Work is regularly and primarily performed in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust. May be required to visit project sites and work outdoors, which may result in exposure to inclement weather, extreme temperatures, extreme brightness, allergens, loud noise, in or around traffic/roadways, and/or exposure to conditions typical of active construction sites. Employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned
