Senior Director, Service Contracting & Public Sector Deal Execution
We are hiring a senior operator to lead public-sector contract execution and structuring. This role owns the full lifecycle-from LOI to execution-for school districts, municipalities, and public universities, ensuring agreements are enforceable, financeable, and scalable across jurisdictions.
You will serve as the internal authority on appropriation risk, procurement pathways, and contract structure as we build a repeatable contracting function.
Responsibilities:
  • Lead end-to-end execution of public-sector contracts across multiple states
  • Structure agreements to mitigate non-appropriation risk and ensure bankable cash flows
  • Determine multi-year enforceability across jurisdictions
  • Execute procurement pathways: ESPC, lease-purchase, cooperative purchasing, sole source
  • Partner with municipal attorneys, bond counsel, and procurement officials
  • Build a scalable, state-by-state contracting playbook
  • Evaluate deal viability and advise on contract risk and structure
Requirements:
  • 8-15+ years in public-sector performance contracts, PPAs, or structured agreements
  • Proven track record executing LOI โ†’ contract close across multiple deals
  • Expertise in non-appropriation, debt limits, ESPC, and lease-purchase structures
  • Multi-state experience (East Coast preferred)
  • Experience working with public-sector legal and procurement stakeholders
Candidate Profile:
  • Strong commercial judgment and deal screening ability
  • Experience in structuring financeable, bankable agreements
  • Ability to build repeatable systems across jurisdictions
