Job Summary
This position will be responsible for overseeing financial planning and analysis (FPA) for PSEGLI
which includes Operations and Maintenance (O&M) Budgeting, Capital Budgeting, and Regulatory
Requirements. The Manager of Planning and Reporting will be responsible to ensure that all the
Budgeting and Regulatory Requirements deliverables are submitted to LIPA as per the Operating
Services Agreement (OSA). This position will be the primary contact for LIPA (Long Island Port
Authority), DPS (New York State Dept of Public Service) and other stakeholders for all Budgeting
and Regulatory related items. This position will directly supervise the managers of O&M Budgeting,
Capital Budgeting, and Regulatory Requirements and indirectly supervise a group of approximately
15 management employees.

Managing a staff of 3 direct reports and 15 indirect reports
Provide direction for the development and management of PSEG-LI's revenue requirement
and coordinate the revenue requirement with LIPA, including strategy and supporting
financial analyses for Finance and LIPA. The Plan must be prepared under GASB and the
Public Power Model. Provide support for written testimony and work papers to support
regulatory proceedings.
Prepare, plan and monitor the Capital and Operating budgets along with forecasts for the
PSEG-LI business unit in order to ensure financial targets are met.
Perform proper level of quality control to ensure budgets and forecasts are completed in
compliance with the OSA. Manage relationships with various Business Areas and assist
them in creating their respective budgets and forecasts.
Lead the variance analysis and query investigation (through utilizing financial systems) for
financial activity aligned to Operations to ensure accurate allocation of costs.
Partner and liaise with the business, acting as the financial point of contact to manage
delivery of financial objectives.
Ensure the business area work plans are aligned with Financial Plan.
Work with Manager to submit 8 year high level and 1 year detailed PSEG-LI/LIPA to LIPA in
accordance with the OSA.
Review responses to DPS, audit, LIPA, and Business Area requests for data and analysis
ensuring timely and materially accurate submissions.
Ensure master data accuracy in SAP and associated systems to maintain compliance with
regulatory requirements - FERC, GAAP, GASB, DPS and LIPA requirements.
Establish and document policies, processes and procedures for aforementioned
responsibilities.
Supporting month end closing and reporting performed by other groups within Finance.
Develop the budget, revenue requirements, and rate case strategy.
Job Specific Qualifications
Required
Minimum 10 years of experience in Corporate Finance/Accounting or Utility
A minimum of 3 years of experience in a managerial/leadership position.
Bachelor's degree
Experience and knowledge leading teams in the areas of planning process, ratemaking,
reporting requirements, and builds collaborative networks across the business unit
Demonstrates the ability to translate PSEG-LI financial policies into planning and reporting
processes and procedures and peel back multiple layers of a problem and balance the value
of different solutions; understands how best to utilize them in order to drive greater
performance, taking into account the wider PSEG-LI business context
Demonstrates strong negotiating and influencing skills with the ability to make persuasive
presentations to small and large audiences. Consistently adapts the content / style of a
financial recommendation, based on an understanding of the climate and culture of a
particular group and what will produce the best response
Has insight in analyzing and understanding the issues which PSEG-LI is facing today with
the ability to make complex ideas or situations clear, simple and easy to understand to
PSEG-LI leadership
Has sophisticated and sound understanding financial methodologies, including financial
analysis, and utility economics
Must demonstrate advanced skills in MS Excel and must be proficient in MS Office
Desired
Master's degree in Accounting or Finance or an MBA and/or Chartered Global Management
Accountant (CGMA), Chartered Financial Analyst (CFA) or Certified Public Accountant
(CPA) certification
Experience working in an electric utility or regulated environment
Experience with SAP, Hyperion, MS Access
