We are hiring for either a Joint Use Compliance and Contract Manager Specialist or a Joint Use Compliance and Contract Manager Senior based on candidates' qualifications.
Responsible for the end-to-end management of Joint Use and Pole Attachment contracts with financial impacts exceeding $1 million per agreement. Leads and executes contract strategy, negotiation, renewals, amendments, and lifecycle governance to maximize revenue opportunities, support cost recovery, and mitigate financial, legal, regulatory, and operational risk.
Serves as the owner of OG&E's Joint Use compliance program, ensuring consistent and defensible application of regulatory requirements, contractual obligations, internal policies, and operational standards across third-party attachments, engineering, accounting, field activities, and other business processes. Establishes compliance frameworks, supports audits and regulatory inquiries, and drives consistent interpretation and enforcement of contract provisions.
Partners with Legal, Finance, Regulatory, Government Affairs, Engineering, Operations, Project Management, and Accounting to ensure agreements are commercially sound, operationally executable, and legally enforceable. Provides subject matter expertise in contract interpretation, compliance, and dispute resolution, including external and regulatory engagements.
Owns the Joint Use contract and compliance portfolio, including negotiations, renewals, compliance oversight, risk management, reporting, and strategic planning to support executive decision-making, regulatory positioning, and financial performance.
- Responsibilities are varied and complex. May work outside area of assigned duties. Expert in own area of responsibility. Works independently. Resolves complex problems within area of responsibility. Identifies opportunities and innovative solutions. Recommends changes in procedures. Reviews progress and evaluates results. - Manage the Joint Use contract portfolio and lifecycle through a structured renewal cadence, including strategy, negotiations, execution, amendments, renewals, implementation, administration, compliance assessments, risk identification, regulatory alignment, operational execution, stakeholder coordination, and documented decisions.
- Develop executive reporting on contract status, renewals, negotiations, compliance, operational performance, risk, and financial impacts to inform leadership decisions and regulatory positioning.
- Lead negotiations for new and renewed Joint Use contracts, including commercial and compliance terms, cost responsibility, reimbursement, capital asset ownership and disposition, regulatory risk mitigation, and enforceable contract controls.
- Manage the Joint Use contract repository, including agreements, amendments, related contract documents, and change logs, to ensure version control, traceability, auditability, and accessibility.
- Serve as the Joint Use contract and compliance SME for contract interpretation and disputes, advocating for OG&E and coordinating with Legal and internal stakeholders on consistent, defensible positions.
- Coordinate with Accounting and Finance to ensure contract terms support OG&E objectives and are operationally executable through billing, payments, collections, default remedies, penalties, liability coverage, and notifications.
- Ensure contract terms remain aligned with regulatory requirements, Joint Use standards, and operational practices, and address outdated or noncompliant provisions.
- Manage negotiations related suppliers and contractors, as applicable, and coordinate stakeholder participation in negotiations and reviews.
- Ensure Joint Use related capital asset ownership, transfer, reimbursement, and disposition terms are documented, compliant, internally communicated, and operationally implemented.
- Support negotiation and administration of site access, land rights, occupancy rights, and related property-use terms associated with Joint Use facilities, where applicable.
- Develop and refine Joint Use processes, controls, and documentation to align operational practices with regulatory requirements, internal policies, and contract terms.
- Identify and address third-party attachment compliance risks, including authorization, billing eligibility, and contractual obligations, and lead corrective actions to reduce regulatory exposure, support cost recovery, and ensure consistent operational execution.
- Align contract terms, field conditions, operational practices, and billing processes to support accurate cost recovery and defensible revenue generation.
- Support audits, regulatory inquiries, and investigations by coordinating documentation, developing responses, and maintaining audit-ready records.
- All other duties as assigned.
Specialist Qualifications:
- Bachelor’s Degree and 7 years experience in Supply Chain contract administration, contract management, project management, commodity management, land management, legal, engineering, or Joint Use; OR
- High School Diploma/GED and 10 years experience in Supply Chain contract administration, contract management, project management, commodity management, land management, legal, engineering, or Joint Use.
- 4 years of experience managing contracts, including compliance, interpretation, and enforcement in alignment with applicable rules and regulations.
- Prior experience negotiating contracts with third-parties.
Senior Qualifications:
- Bachelor’s Degree and 5 years experience in Supply Chain contract administration, contract management, project management, commodity management, land management, legal, engineering, or Joint Use; OR
- High School Diploma/GED and 8 years experience in Supply Chain contract administration, contract management, project management, commodity management, land management, legal, engineering, or Joint Use.
- 2 years of experience managing contracts, including compliance, interpretation, and enforcement in alignment with applicable rules and regulations.
- Prior experience negotiating contracts with third-parties.
- Travel to other locations for work or training, including overnight stays, may be required.
- Requires prolonged use of personal computer.
- Work is performed in an office environment.
- May work non-standard hours to meet deadlines.
