THE WORK
You possess a deep understanding of FAR and government acquisition regulations, with a proven ability to manage complex, cross-functional teams toward a common goal. You bring the business acumen and communication skills necessary to cultivate stakeholder relationships and drive winning proposal strategies. A level 3 employee is mid-career and typically has 3+ years of professional experience.
• This role manages the proposal process, developing, planning and scheduling compliant and compelling proposals in response to solicitation (i.e., RFP) specifications.
• Leads all aspects of proposal volume development, including Technical, Management, Past Performance, Security, Basis of Estimate, Contracts, Executive Summary, Integrated Master Schedule and Plans, etc.
• Provides guidance to a diverse team of cross-functional proposal personnel.
• Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan.
• Shapes and drives integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal.
• Supports color team reviews and manages the disposition of review comments.
• Conducts regular proposal status meetings and is responsible for managing actions to closure.
• Coaches volume leads to ensure messages are consistently integrated across all volumes.
• Collaborates with publications personnel to manage the production cycle, including printing, book check, packing and delivery.
• Works collaboratively with the Capture Manager and Program Manager throughout the proposal phase to develop, refine and execute the win strategy.
• Supports business gate reviews as needed.

Basic Qualifications
• Proven experience in competitive capture opportunities for US Government, Foreign Military Sales, and Direct Commercial Sale contracts.
• Mature understanding of Federal Acquisition Regulation (FAR) and/or agency-specific regulations.
• Experience developing, fostering, and maturing internal/external customer, stakeholder, and partner relationships.
• Demonstrated leadership abilities, effective communication, planning, and implementation.
• Experience leveraging flexible, adaptable and versatile principles to navigate competing priorities and assignments to meet commitments.
• Experienced Microsoft Suite & Adobe applications user.

Pay Information
Full-Time Salary Range: $72500.00 - $134600.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
