Position Summary

Charles F. Day & Associates, LLC (CFDay) is seeking a Proposal Specialist to support the development of competitive proposals for federal government opportunities. This position is intended for a proposal professional who can review and understand solicitation requirements, develop compliant proposal content, work with subject matter experts to gather information, and independently own assigned proposal sections through review and finalization.

This is a hands-on proposal development and writing position. The ideal candidate has experience working directly with federal solicitations and has progressed beyond primarily administrative or proposal coordination responsibilities.

Key Responsibilities
  • Review and analyze federal RFPs, RFQs, task orders, amendments, PWS/SOW requirements, instructions, and evaluation criteria.
  • Develop compliant proposal outlines and support development and maintenance of compliance matrices.
  • Independently draft assigned technical, management, staffing, past performance, and other proposal content.
  • Research solicitation requirements and relevant subject matter to support proposal development.
  • Work with subject matter experts, program personnel, recruiters, and other contributors to gather information and translate it into clear, responsive proposal content.
  • Develop content that directly addresses solicitation requirements and evaluation criteria.
  • Edit and revise proposal content for clarity, consistency, responsiveness, and compliance.
  • Incorporate review comments and support proposal review cycles through final production.
  • Support development and tailoring of candidate resumes, staffing matrices, letters of commitment, past performance information, and other proposal documentation.
  • Maintain assigned proposal content, working files, and supporting documentation within Microsoft SharePoint.
  • Work collaboratively in SharePoint-based proposal sites and document libraries throughout the proposal lifecycle.
  • Support final proposal quality control and production activities.
  • Maintain and update reusable proposal content and supporting resources.
  • Support multiple proposal efforts and priorities based on company requirements and submission schedules.
Qualifications Required
  • Minimum of 2 years of progressively responsible experience supporting federal government proposals, including direct responsibility for developing proposal content.
  • Demonstrated experience reviewing and interpreting federal solicitations, including instructions, evaluation criteria, and PWS/SOW requirements.
  • Experience independently drafting proposal sections rather than solely coordinating, formatting, or providing administrative proposal support.
  • Ability to gather information from subject matter experts and other contributors and develop that information into clear, compliant proposal content.
  • Strong writing, editing, proofreading, and research skills.
  • Ability to manage assigned work against proposal schedules and submission deadlines.
  • Strong attention to detail and ability to identify potential compliance issues or missing information.
  • Proficiency with Microsoft Word and other Microsoft Office applications.
  • Ability to work effectively in a collaborative, deadline-driven environment.
Preferred
  • 3–5 years of federal proposal development experience.
  • Experience supporting Department of Defense and/or civilian federal agency proposals.
  • Experience working with Microsoft SharePoint for collaborative proposal development and document management.
  • Experience developing technical, management, staffing, and past performance proposal sections.
  • Experience developing or tailoring proposal resumes and other staffing documentation.
  • Familiarity with federal acquisition terminology and solicitation structures.
  • Experience participating in formal proposal review processes.
  • Shipley or similar proposal development training.
