Position Summary:
Hillwood Properties is seeking an experienced Senior Land Development Manager to join our growing team at AllianceTexas in North Fort Worth, Texas. The Manager will support all aspects of the land development lifecycle, with a focus on entitlement, mixed-use planning, infrastructure planning, and execution. This individual will play a key role in guiding projects through municipal approvals, supporting acquisition due diligence, and coordinating across internal teams and consultants to deliver high-quality, well-executed commercial and industrial developments. The ideal candidate brings deep experience in land development, planning, or civil engineering, with a proven ability to manage complex processes, timelines, and stakeholder relationships.
Responsibilities:
Entitlements & Planning
  • Lead and support zoning, platting, Planned Development (PD) amendments, development agreements, and permitting processes.
  • Coordinate with city staff, legal counsel, and internal teams to ensure timely approvals.
  • Prepare and manage entitlement materials, schedules, and governing documents, including design guidelines and Covenants Conditions & Restrictions (CC&Rs).
  • Support land and infrastructure planning efforts for new or existing mixed-use development areas which blend and balance various types of retail, office, and multifamily with unique open spaces and sense of place where appropriate and industrial uses.
  • Lead consultants in preparation of master infrastructure budgets during early planning phases.

Due Diligence & Acquisition Support
  • Oversee site due diligence efforts including infrastructure, environmental, and title review.
  • Manage third-party consultants conducting surveys, geotechnical, environmental, and utility assessments.
  • Lead consultants in preparation and evaluation of property acquisition budgets for development.
  • Compile findings into actionable summaries to support acquisition decisions.

Project Management & Execution
  • Develop and manage comprehensive project budgets and schedules from planning through closeout for various infrastructure and amenity projects.
  • Oversee consultant scopes, fees, and deliverables ensuring adherence to timelines and cost expectations.
  • Prepare project status reports, budget updates, and internal presentations for executive teams.
  • Support coordination during construction, including permitting, utility coordination, and final inspections.

  • Proven track record in ground-up development.
  • Familiarity with municipal processes, including plan reviews and document processing.
  • Experience in preparing and reviewing contractor and consultant proposals, agreements, and contracts.
