Position Summary: PGS is looking for a Program Manager/IT Lead to provide strategic program management and IT project leadership to ensure successful execution of organizational initiatives and technology-driven projects. This role is responsible for planning, coordinating, and monitoring program and IT project activities; developing project schedules, budgets, and performance metrics. The successful candidate will support compliance requirements and serves as a key liaison among stakeholders, facilitates process improvement efforts, and ensures projects are delivered in accordance with organizational objectives, regulatory requirements, and established project management methodologies. 
 
Responsibilities:   
  • Lead and manage all aspects of PGS's performance under the the contract, with accountability for contract execution, workforce performance, deliverables, cost, schedule, quality, risk, and customer satisfaction, while also providing IT program and project management leadership in support of the customer's mission. 
  • Serve as PGS's primary point of contact and single point of accountability to the Contracting Officer, COR, and designated Government stakeholders for overall task-order performance, communications, priorities, and resolutions. 
  • Provide overall leadership, direction, and integration of the contract workforce, coordinating activities across IT Program Management, Budget & Acquisition, and Mission Support and ensuring work is aligned to Government priorities, PWS requirements, and contract objectives. 
  • Maintain accountability for all contract deliverables, including establishing and managing an integrated deliverable calendar, assigning responsible owners, monitoring due dates, conducting management-level reviews, and ensuring accurate, complete, quality-controlled, and timely submission of recurring and ad hoc deliverables. 
  • Manage contract cost, schedule, and performance, including monitoring labor utilization, expenditures, funding status, schedule performance, milestones, resource requirements, and performance against established plans; identify variances and implement or recommend corrective actions before they affect mission delivery.  
  • Develop, maintain, and oversee integrated program and project plans, schedules, work breakdown structures, milestones, cost estimates, budgets, resource plans, and supporting program documentation consistent with recognized project-management practices. 
  • Establish and maintain an integrated contract management framework for tracking performance, deliverables, staffing, risks, issues, dependencies, Government actions, corrective actions, quality, and key milestones, providing the Government with clear visibility into contract health. 
  • Lead contract risk and issue management, proactively identifying cost, schedule, staffing, technical, operational, and performance risks; establishing mitigation actions and owners; monitoring resolution; and escalating matters requiring Government action or decision. 
  • Oversees staffing and workforce continuity in coordination with PGS leadership, including staffing levels, vacancies, replacements, labor qualifications, clearances, onboarding/offboarding and workload allocation for readiness and continuity of operations.   
  • Direct and monitor the performance of functional leads and contract personnel, establish priorities, balance workloads, resolve cross-functional dependencies, and ensure personnel understand their responsibilities, deliverables, performance expectations, and customer priorities. 
  • Prepare, review, and/or approve contract-level recurring and ad hoc reports, executive briefings, decision materials, status reports, and management information and ensure effective configuration, records, and document management practices are maintained.  
  • Lead Program Management Reviews and other contract-performance discussions and present status of cost, schedule, staffing, deliverables, quality, risks, issues, corrective actions, and upcoming milestones and decision points. 
  • Oversee the implementation and continuous improvement of program-management processes, methodologies, controls, templates, reporting mechanisms, performance measures, SOPs, and quality-management practices. 
  • Ensure quality and compliance across contract performance, coordinating with functional leads to review work products, monitor performance measures, address deficiencies, execute corrective actions, and maintain compliance with the PWS, applicable contract requirements, Government standards, and PGS quality processes. 
  • Conduct and/or oversee portfolio, program, and project assessments, including business case analyses, gap analyses, performance assessments, data analysis, and recommendations supporting AT leadership decision-making. 
  • Provide direct IT and program-management support under including project planning and execution, governance, performance management, risk management, process improvement, change management, cost and schedule monitoring, and development of management documentation.  
  • Oversee knowledge transfer, training, transition, and continuity activities across the task order and maintain the Alternate PM's awareness of contract status, priorities, risks, customer actions, and upcoming deliverables to ensure uninterrupted management coverage. 
Qualifications:  
  • A Master’s degree or a minimum of five (5) years of experience leading or supporting complex projects 
  • At least five (5) years of experience supporting project planning, scheduling, risk management, or performance reporting. 
  • Professional certifications (e.g., PMP, PgMP) are preferred but not required. 
  • Experience developing and maintaining project schedules, Work Breakdown Structures (WBS), Integrated Master Schedules (IMS), budgets, performance metrics, and executive-level reporting. 
  • Knowledge of project management methodologies, including Agile, Scrum, Waterfall, and hybrid approaches. 
  • Strong analytical skills with experience conducting business process analysis, gap assessments, root cause analysis, and data-driven performance evaluations. 
  • Strong organizational skills with the ability to manage multiple priorities, deadlines, stakeholders, and competing requirements. 
 
Work Location: 
  • This position is primarily remote; however, occasional travel may be required to support meetings or other program-related activities in Hanover, MD.

  • Candidate must have an active Top Secret Clearance
