Seeking an Expert Project Manager to support a program overseeing ITS-managed software for MENA compliance. The selected candidate will manage complex, cross-functional IT projects for New York State agencies, ensuring timely delivery within scope, budget, and quality standards.
 
 
Qualifications
  • Project Manager: Develops and manages all aspects of the Project Management Plan (Cost, Scope, Schedule, Quality, Communication, Change, Risk, Issue, Resource, etc.), applying best practice PM methodologies, PMI principles, and the NYS Guidebook.
  • 7+ years of experience as a project/program manager, managing large, complex IT projects with multiple cross-functional teams of at least 30 team members or stakeholders, involving multiple business teams and IT members from different organizations and agencies/businesses.
  • 7+ years of experience developing and executing project roadmaps and plans, including management of charter, scope, schedule, cost, quality, communication, change, risk, issue, resource, and vendor management plans, and managing the complete project lifecycle from initiation through closeout.
  • 7+ years of experience in:
    1. Developing and managing formal project schedules in Microsoft Project, including tracking progress and variances against baselines utilizing Agile, Waterfall, and Hybrid methodologies.
    2. Conducting Scrum Sessions demonstrating mastery of the skill.
    3. Facilitating executive-level project status meetings and presentations for both ITS and client agency leadership, and creating project dashboards.
  • 7+ years of experience developing and managing detailed scope documentation, work breakdown structures, requirements elicitation, managing systems analysis and design, and documenting business analysis artifacts such as Business Requirements Documentation, Functional Specifications, and Requirements Traceability Matrices.
  • 7+ years of experience managing projects using a Project Management Body of Knowledge (PMBOK)-based project management methodology containing well-defined and documented processes, templates, and guidelines for all project phases, with adherence managed by a formal Project Management Office (PMO).
  • 6+ years of experience with project quality planning, quality assurance, end-to-end system testing, quality control, UAT defect and metrics management, and quality governance.
  • 5+ years of experience in facilitating the elicitation and documentation of complex business requirements.
  • College degree required (Bachelor’s degree equivalent to 3.75 years; Master’s equivalent to 5 years).
  • 2+ years of experience post-Project Management Professional (PMP) certification. A valid PMP certification must be submitted with the Candidate Response Form.
  • 2+ years of experience post-Certified Scrum Master (CSM). A valid CSM certification must be submitted with the Candidate Response Form.
Day-to-Day Responsibilities
  • Develop and manage all aspects of the Project Management Plan (Cost, Scope, Schedule, Quality, Communication, Change, Risk, Issue, Resource, etc.) applying best practices, PMI principles, and the NYS Guidebook.
  • Guide large cross-discipline, cross-agency/organizational, and vendor teams in delivering successful projects within schedule, quality, and budget.
  • Organize and lead project meetings with various cross-functional teams, develop and distribute meeting outcomes, and ensure all action items are tracked through completion.
  • Facilitate executive sponsor/senior leadership status meetings for organization projects, providing progress updates and presenting executive status reports and dashboards to client agencies’ senior executive management.
  • Lead and facilitate Business Analysis Sessions in collaboration with the BA team to ensure accurate business/user requirements data/information are collected for the development of Business Requirements Documentation (BRD).
  • Manage and maintain project information in ServiceNow IT Service Management (ITSM) system, the ITS system of record for all services.

Required Skills
  • Strong leadership and stakeholder management skills across multiple teams and agencies.
  • Advanced experience with Microsoft Project, ServiceNow ITSM, and project scheduling tools.
  • Proven ability to manage large-scale IT projects using PMBOK, Agile, Waterfall, and Hybrid methodologies.
  • Strong communication and presentation skills, with experience delivering executive-level briefings and dashboards.
  • Demonstrated ability to oversee quality planning, UAT, and system testing efforts.

Education & Certification
  • Bachelor’s or Master’s Degree in a relevant field.
  • Active Project Management Professional (PMP) certification (minimum 2 years post-certification).
  • Active Certified Scrum Master (CSM) certification (minimum 2 years post-certification).
