Responsibilities

The Technical Project Manager (TPM) serves as the onsite Site Lead and primary technical liaison to the Government at Naval Station Guantanamo Bay (NSGB), with full responsibility for the leadership, supervision, and operational performance of OMC South IT services under the JSP J6 Service Delivery contract. The TPM has direct accountability for managing contract personnel, directing daily work activities, establishing operational priorities, and ensuring secure, reliable IT service delivery across unclassified, classified, and Special Access Program (SAP) environments.

The TPM serves as the Government's single point of contact for all onsite IT operational matters, providing oversight and direction to technical teams responsible for routine IT support, infrastructure sustainment, and incident response. The ideal candidate is an experienced site or team lead who has successfully managed classified IT operations, understands enterprise IT infrastructure, and is comfortable exercising authority over technical staff while engaging senior Government stakeholders.

This position reports to the OMC Program Manager and functions as Deputy Program Manager in their absence, with direct responsibility for site performance, workforce accountability, and mission outcomes.

Primary Responsibilities

 

Site Leadership & Personnel Management

  • Serve as the onsite lead and supervisor for a team of nine (9) technical staff, including service desk, systems, network, and infrastructure personnel.
  • Manage daily tasking, shift schedules, leave coordination, and workload balancing to ensure uninterrupted IT support.
  • Exercise onsite authority to assign work, adjust priorities, and reallocate resources as required to meet operational and mission demands.
  • Provide direct supervision, mentoring, and technical guidance to assigned personnel.
  • Provide performance feedback, contribute to performance evaluations, and recommend corrective actions or recognition as appropriate.
  • Prepare and submit monthly site status reports covering staffing, performance, risks, and accomplishments.
  • Ensure staff maintain required certifications, security compliance, and technical readiness.
  • Foster a professional, disciplined, and customerfocused team culture in a classified environment.

 

Government Interface & Site Representation

  • Act as the primary onsite interface with Government stakeholders for all IT operational matters.
  • Represent the contractor during operational meetings, inspections, and Government engagements.
  • Provide clear, timely communication to Government on service status, risks, and issue resolution.
  • Elevate and manage issues proactively, ensuring effective escalation and closure.

 

Operational IT Oversight

  • Oversee daily IT operations and sustainment for:
    • NIPRNET, SIPRNET, and JWICS users (50-200 users).
    • SAP systems during surge operations.
  • Ensure reliable delivery of:
    • Server, workstation, and application support.
    • Service desk operations and incident response.
    • Network, telecommunications, and Inside Plant (ISP) infrastructure.
  • Coordinate with enterprise and external IT organizations to resolve complex incidents.

 

Project & Change Coordination

  • Coordinate execution of Governmentapproved IT projects at the site level.
  • Assign tasks and manage project work performed by onsite personnel.
  • Oversee testing, deployment, transition to operations, and sustainment activities.
  • Ensure operational impacts are planned, communicated, and minimized.
Qualifications

Requirements

  • Shall possess an active TOP SECRET clearance with SCI eligibility.
  • Must be able to obtain and maintain Special Access Program (SAP) access.
  • Shall possess a valid passport and be able to meet travel and custody requirements for assignment to NSGB.
  • Demonstrated ability to lead, prioritize, and oversee daytoday IT operations in a missioncritical environment.
  • Demonstrated working knowledge of operational and project task management, sufficient to coordinate sustainment activities and sitelevel IT projects.
  • Proven ability to prioritize and execute tasks under pressure, balancing competing operational demands.
  • Ability to analyze, troubleshoot, and direct resolution of desktop, system, and software issues in support of continuous operations.
  • Strong communication skills with the ability to present technical and operational information clearly to technical staff and nontechnical stakeholders.
  • Highly selfmotivated and selfdirected, capable of operating as the senior onsite authority with limited supervision.
  • Team oriented leader with demonstrated ability to enforce accountability, foster collaboration, and maintain professional standards among technical personnel. 

Education and Experience

  • Required Education: Bachelor's Degree in Information Technology, Management, Computer Science, or related field; equivalent combination of advanced vendor certifications and directly related leadership experience accepted in lieu of degree.
  • Required Technical Experience: 11 or more years of progressively responsible professional experience in enterprise endpoint computing, IT systems analysis, or classified network administration.
  • Required Supervisor Experience: 3 or more years in a lead, supervisor, or sitelead role leading and supervising a technical team of 8-12 personnel on a service delivery contract.
  • Required Certifications:
    • ITIL v4 Foundations (within 120 days of start date)
    • DoD 8570 IAT II compliant certification (e.g., Security+, CASP, CISM, SSCP, GSEC, etc.)
  • Preferred certifications: Management Professional (PMP), Certified Scrum Master (CSM), Project, or similar leadership/project certification.
