Interested in furthering your career in Project & Portfolio Management by working in an IT Project & Portfolio Mgmt. team that manages projects across a broad range of industries? The Office of Technology Services (OTS), Project & Portfolio Mgmt. (PPM) is looking for an energetic person to fill a supervisory position. This position will act as manager of IT Statewide Program Managers that lead in the application of project management methodologies for highly complex information technology projects that have been procured through the RFP process or other means.
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is within the Office of Technology Services (OTS) - Product Delivery - Management - Portfolio Delivery section and is responsible for directing and managing a subset of IT Statewide Senior Program Managers. The incumbent manages Senior Program Managers who apply project and portfolio management methodologies to highly complex information technology initiatives, including project intake and prioritization, workforce and capacity planning, complex procurement, portfolio governance, and delivery oversight. Supervision is received from an IT Statewide Director 1 or higher-level authority. Other reporting relationships may be approved by SCS.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor's degree plus five years of experience in information technology or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master's degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:
As a Portfolio Delivery Manager, you will lead the planning, coordination, and execution of complex projects and strategic initiatives, ensuring successful delivery of programs that align with organizational goals, drive innovation, and maximize operational value. In this role, you will:
  • Provide leadership, administrative oversight, and strategic guidance for a team of IT senior program managers within the Product Delivery Management unit.
  • Conduct regular meetings with staff to monitor productivity, communicate expectations, provide feedback, and support professional development.
  • Oversee performance planning and evaluations, identify growth opportunities, and provide coaching, training, and performance guidance to team members.
  • Review staffing requests and provide recommendations to leadership to support workforce planning and operational needs.
  • Contribute to strategic planning efforts and recommend policy or process improvements to enhance unit performance and efficiency.
  • Monitor team progress toward departmental goals and provide status updates and performance reporting to leadership.
  • Support budget planning activities, including projections, financial requests, and coordination with agency and organizational budget offices.
  • Develop and improve project management processes, templates, documentation standards, and portfolio management resources.
  • Assist with audits, compliance activities, and the development of governance frameworks supporting project and portfolio management.
  • Evaluate emerging technologies, software solutions, tools, and training opportunities to improve team capabilities and project outcomes.
  • Support procurement activities by assisting with specifications, scopes of work, vendor evaluations, contract negotiations, and resource requests.
  • Perform special projects and leadership assignments, including research, reporting, committee participation, project oversight, and operational support as needed.
