We are currently seeking a contract Project Manager to be a key resource on a technical services team for our client, the Texas Department of Public Safety(TxDPS).

Responsibilities 

The client requires a Project Manager under the FAST contract to provide senior-level project management support for complex, enterprise-level initiatives. The resource will be responsible for planning, directing, and coordinating project activities, including scope, schedule, budget, risk, and stakeholder management across cross-functional teams. This role ensures successful delivery of projects by maintaining alignment with client objectives, governance standards, and established project management methodologies.

  • Develop and maintain comprehensive project plans, including scope, schedule, budget, resources, risk, and communication components.
  • Define project objectives, deliverables, milestones, and success criteria in collaboration with stakeholders.
  • Coordinate cross-functional teams, vendors, and business units to ensure alignment and execution of project activities.
  • Monitor project performance, track progress against milestones, and ensure timely escalation and resolution of issues and risks.
  • Facilitate stakeholder engagement, meetings, and status reporting to ensure clear communication and transparency.
  • Manage project scope changes through formal change control processes and ensure governance compliance.
  • Oversee vendor performance and deliverables when external contractors are involved.
  • Ensure adherence to client''s policies, state procurement requirements, and FAST contract guidelines.
  • Support project documentation, reporting, and administrative requirements throughout the project lifecycle.
  • Drive project closure activities, including final reporting, deliverable acceptance, and lessons learned documentation.

Qualifications 

Minimum Requirements:

8 years of:

  • Experience managing large-scale, complex IT or business transformation projects in a structured environment
  • Strong knowledge of project management methodologies (e.g., PMI/PMBOK, Agile, Hybrid)
  • Experience developing and maintaining project schedules, budgets, and resource plans
  • Proven ability to manage multiple stakeholders across technical and business units
  • Experience with risk management, issue tracking, and change control processes
  • Strong written and verbal communication skills, including executive-level reporting
  • Experience using project management tools (e.g., MS Project, Smartsheet, Jira, or similar)
  • Ability to ensure compliance with organizational governance, policies, and procurement requirements

Preferred:

1 year of:

  • Experience working in public sector or state government environments, preferably within public safety or law enforcement agencies
  • Experience managing projects under state procurement frameworks (e.g., FAST, DIR, or similar contracts)
  • PMP (Project Management Professional) certification or equivalent
  • Experience managing IT system implementations, data systems, or enterprise applications
