Child Welfare Project Manager

Job Type: Contract

Location: Texas – Remote

Position Overview

BizTech Fusion is seeking an experienced Child Welfare Project Manager to support IT projects for one of our clients. The ideal candidate will have strong project management experience within a state-level Child Welfare agency or Child Welfare program, along with experience managing software development and infrastructure-related projects.

Candidates with 1–3+ years of experience working on state Child Welfare projects or with a Child Welfare agency are strongly preferred.

The Project Manager will be responsible for managing one to three projects simultaneously using Agile, Waterfall, or Hybrid project management methodologies. The role requires strong knowledge of project management practices, software development, infrastructure, stakeholder management, and Child Welfare systems.

Key Responsibilities

  • Coordinate, plan, and evaluate projects using established PMO methodologies and Scrum practices.
  • Manage projects using Agile, Waterfall, or Hybrid methodologies.
  • For Agile projects, coordinate Scrum ceremonies and support/train team members on Scrum processes.
  • Develop and maintain project charters, project plans, work breakdown structures, schedules, resource plans, risk logs, issue logs, action/decision tracking logs, communication plans, and status reports.
  • Monitor and manage project costs, schedules, resources, quality, risks, issues, and deliverables.
  • Lead project teams and direct the work of team members in a matrixed environment.
  • Facilitate project meetings, work sessions, Scrum sessions, and cross-program/multi-agency workgroups.
  • Facilitate sessions to elicit and document business and technical requirements.
  • Communicate project status, risks, issues, and upcoming activities to stakeholders, project resources, and IT leadership.
  • Manage competing stakeholder interests and facilitate consensus on appropriate actions.
  • Identify project risks and issues and develop mitigation strategies.
  • Manage changes to project scope, resources, schedules, and budgets.
  • Develop resource management plans and ensure appropriate project staffing levels.
  • Prepare presentations, project updates, summaries, recommendations, and other project documentation.
  • Review and recommend proposals and solutions to management.
  • Research complex topics, including federal regulations, legislation, professional literature, and related publications.
  • Support PMO efforts to establish and standardize project management practices.
  • Perform Scrum Master responsibilities when required.
  • Perform other duties as assigned.

Required Qualifications

  • 10–12+ years of overall project management experience.
  • 1–3+ years of experience working on state Child Welfare projects or with a Child Welfare agency.
  • Working knowledge of Project Management Life Cycle processes and documentation.
  • Experience developing and managing project charters, project plans, WBS, schedules, resource plans, status reports, issue logs, action logs, and decision tracking documents.
  • Experience leading customer groups and project teams through successful project completion.
  • Experience working with Agile and Waterfall development methodologies.
  • Strong understanding of infrastructure concepts including:
  • Information security

  • Architecture
  • Servers
  • Databases
  • Experience guiding multiple project teams and subsets of teams within large Information Resources projects.
  • Strong written and verbal communication skills.
  • Strong presentation and facilitation skills.
  • Experience developing and/or interpreting complex Use Cases.
  • Ability to manage competing stakeholder interests and reach consensus.
  • Strong analytical and problem-solving skills.
  • Experience managing project scope, resources, schedules, and budgets.
  • Strong interpersonal, negotiation, conflict-resolution, and stakeholder-management skills.

Child Welfare Systems / Domain Experience

Work Location

Remote within Texas
