Technical Project Manager - Aviation (2 openings)
Job Title: Technical Project Manager
Location: Downtown Washington D.C. (mostly client site with limited remote work options consistent with ATA's "Work from Anywhere" policy)
Position Type: Full time/W-2
Experience: 10 years (min)
Education: Bachelor's Degree or equivalent experience
Clearance and Security: No clearance requirements. Must be eligible for and willing to submit for a government security clearance.
Citizenship: U.S. Citizenship is required.
Role Overview: The Technical Project Manager supports aviation-focused programs by providing full lifecycle project management, technical leadership, and decision-oriented recommendations. This role operates within a structured program/project management framework and is responsible for delivering complex, mission-critical initiatives in a federal aviation environment.This individual will work across multiple stakeholders to drive execution, ensure quality, and align technical solutions with program objectives. Unlike administrative project roles, this position requires strong technical acumen and the ability to guide teams through complex engineering and system challenges.
Key Responsibilities
  • Lead and manage technical aviation projects from initiation through completion
  • Provide technical leadership and ensure engineering and development efforts align with project objectives
  • Develop and manage project plans, schedules, milestones, and deliverables
  • Perform project control functions including:
    • Schedule development and maintenance
    • Critical path and dependency analysis
    • Resource allocation and planning
    • Baseline management and performance tracking
  • Monitor project status, risks, and performance metrics; provide actionable, decision-oriented recommendations
  • Ensure compliance with aviation regulations, federal standards, and organizational processes
  • Coordinate across government stakeholders, technical teams, and contractor personnel
  • Support quality assurance efforts and ensure deliverables meet technical and contractual requirements
  • Translate complex technical information into clear communications for leadership and non-technical stakeholders
  • Facilitate Agile, hybrid, or traditional project execution methodologies as appropriate
  • Contribute to program-level coordination when supporting larger, multi-project initiatives

Minimum Qualifications
  • Bachelor's Degree in a relevant functional area (aligned with applicable technical discipline) or equivalent experience
  • Minimum of 10 years of relevant project management experience
  • Project management experience must include:
    • Project planning and scheduling
    • Critical path and dependency management
    • Resource allocation
    • Baseline and performance management
    • Status monitoring and reporting
  • Demonstrated experience delivering technical projects in aviation, transportation, or other regulated environments
  • Strong understanding of technical systems, software development lifecycle (SDLC), or engineering processes
  • Experience providing technical leadership and decision support in project environments
  • Ability to manage multiple stakeholders and complex project requirements
  • Excellent written and verbal communication skills

Required Certification:
  • Active Project Management Professional (PMP), Program Management Professional (PgMP), Portfolio Management Professional (PfMP), or equivalent project/program management certification
