Responsibilities:
Tetra Tech is seeking an Engineering Project Manager to join an established and rapidly growing national program with experience managing projects across a wide variety of client requirements including aspects of environmental planning, compliance, restoration, sustainment, construction management, asset management, and site investigations. This position will work directly for our Coast Guard Team Leader and assist in growing and fostering our 35-year relationship with the Coast Guard.
The ideal candidate will support the execution of design-build and engineering projects targeting a mix of clients with an emphasis on U.S. Coast Guard and other federal, state, and municipal markets. If you want a position that will allow you to expand your professional development beyond the project level and focus on client relationships, providing leadership for project management, developing client work programs, and building client growth strategies, then this opportunity is your next career move!
• Direct design-build projects to include engineering and environmental services, asset management services, and master planning/land development services.
• Oversee execution of engineering services, which include geotechnical investigations, project design, and construction management.
• Oversee execution of environmental services, which include evaluation and management of potential environmental liabilities; site investigation, risk assessment, remediation, and construction management; compliance and permitting; CAA, RCRA, CERCLA, CWA and NEPA support; property redevelopment; and communication and negotiation with federal, state and local regulatory agencies.
• Prepare proposals, manage projects, and perform technical work as necessary balancing sales and utilization for USCG design-build projects. Assemble and lead teams to effectively and efficiently complete projects on time and within budget and regulatory guidelines.
• Leverage project and client management skills into program level management of key clients.
• Lead business development strategy and execution for the USCG design-build portfolio.
• Identify and track upcoming opportunities with the USCG design-build and construction management portfolio.
• Develop and maintain strong relationships with key decision-makers, including USCG construction branch/project managers, Facilities Engineering departments, and procurement officials.
• Lead capture planning efforts, including win strategies, teaming arrangements, and client engagement plans.
• Represent Tetra Tech at industry events, conferences, and professional organizations.
• Monitor design-build industry trends, design-build and construction funding programs via federal laws/planning, and Design-Build Institute of America (DBIA) updates. Utilize this understanding of government and economic market conditions, trends, and budget drivers to anticipate the scope and timing of major opportunities.
• Coordinate internally across Tetra Tech to align resources and deliver integrated solutions to clients. Bring together client requirements with Tetra Tech capabilities. Look beyond personal experience to bring untapped Tetra Tech capabilities to our clients. Break down organizational silos to exceed client expectations and requirements.
• Ensure all activities are conducted in accordance with company policies, safety standards, and ethical guidelines.
• Accept personal responsibility for achieving personal, professional, and corporate growth targets. Be creative in developing your own luck to achieve success.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. • Bachelor of Science or Engineering degree in Civil Engineering, Environmental Engineering, or a related study is required.
• Master of Science or Engineering degree in Civil Engineering, Construction Management, or related study is highly desired.
• Eight+ years' experience and leadership on complex design-build construction and environmental engineering projects; knowledge and understanding of various construction project approaches and mechanisms (Design-Build vs. Design-Bid-Build vs. Accelerated Design-Build to Budget); technical expertise regarding governmental regulations dictating the parameters of engineering requirements within the Federal government; and effective communication, organization, and professional management skills resulting in positive client engagements.
• Current registration as a Professional Engineer (PE) is highly desired.
• Current certification as a Project Management Professional (PMP) from the Project Management Institute (PMI) is desired.
• Highly preferred to have "been the client." Prior experience working for a federal or state agency, or at the municipal level is desired. Civil servant service or active-duty military experience while engaged in project management related to relevant services is highly desired.
• Personnel with proven leadership and exceptional interpersonal skills will be considered, provided technical/scientific background is established through education.
• Enthusiasm for some travel and satisfactory driving record with current US issued driver license. Successful candidate will pass a motor vehicle background check.
• Be able, willing, and interested to occasionally perform some work of field teams to stay relevant with the challenges and nuances of field data collection.
• Proven record of building and leading teams that solve complex problems.
• Willingness to listen, learn, and apply new skills.
• Initiative to build own career and success.
• Ability to track and interpret federal legislation and funding initiatives and translate them into actionable business development strategies.
• Excellent communication, negotiation, and interpersonal skills.

Other Skills: Candidates must have experience with common smartphone technology and other IT applications as well as a willingness to become increasingly familiar with their use, operation, and support needs of those platforms as they apply to this work. The candidate must possess mathematical skills commensurate with having earned a BS degree in engineering, science or a related technical field.
The salary range for this position is $125,000-150,000.
