Project Manager / Senior Project Manager โ€“ Water amp; Wastewater Engineering

We are actively seeking a Project Manager / Senior Project Manager โ€“ Water amp; Wastewater in our Allentown, PA office to support the delivery of complex, high-impact water and wastewater infrastructure projects. This position may be filled at either level depending on experience, technical depth, and demonstrated project leadership capability.

In this role, you will lead the planning, design, and delivery of water and wastewater projects that directly protect public health, support regulatory compliance, and ensure reliable utility operations. You will oversee multidisciplinary teams, manage project performance from proposal through construction, and partner closely with municipal clients, authorities, and operators.

This opportunity is well suited for experienced project leaders looking to take on larger, more complex projects, expand client influence, and grow within an employee-owned firm that values technical excellence and accountability.

Key Responsibilities:
  • Lead water and wastewater projects through planning, design, permitting, bidding, and construction, with accountability for scope, schedule, budget, quality, and risk
  • Manage multidisciplinary teams across civil, process, structural, mechanical, electrical, and instrumentation amp; controls disciplines
  • Take ownership of project financial performance, including budgeting, forecasting, change management, and invoicing coordination
  • Serve as a primary client contact, supporting strong working relationships with utilities, municipalities, authorities, regulators, and operational stakeholders
  • Proactively identify project risks and constraints, particularly those related to constructability, operations, phasing, and regulatory requirements
  • Ensure deliverables meet HRGโ€™s Quality Management Plan (QMP), contract requirements, and applicable regulatory standards
  • Support proposals, scope development, schedules, and fee estimates for water and wastewater pursuits
Additional responsibilities aligned with Senior Project Manager-level placement may include:
  • Leading complex, high-risk, or operationally sensitive water and wastewater projects (treatment facilities, pump stations, storage, conveyance, and rehabilitation)
  • Providing strategic direction on delivery approach, phasing, resourcing, and risk mitigation
  • Mentoring and supporting the development of Project Managers and Assistant Project Managers
  • Playing a key role in long-term client strategy, trusted advisor relationships, and pursuit leadership
Requirements:
  • Bachelorโ€™s degree in civil engineering, environmental engineering, or related field
  • Professional Engineer (PE) licensure strongly preferred
  • Project Manager level:
  • Typically, 5+ years of water and wastewater experience, including project management responsibility
  • Senior Project Manager level:
  • Typically, 8+ years of progressive experience delivering complex water and wastewater projects
  • Demonstrated experience with water and wastewater project delivery, including:
  • Treatment facilities, pump stations, storage, and distribution/collection systems
  • Planning studies, design, permitting, bidding, and construction-phase services
  • Strong capability in project controls: budgeting, scheduling, forecasting, and change management
  • Experience coordinating with regulatory agencies and stakeholders on technically and publicly visible projects
  • Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
  • Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
  • Valid US Driverโ€™s License is required
  • Legal authorization to work in the U.S.
