Job description

Qualis LLC is seeking a Project Management Specialist to perform project management Advisory and Assistance Support (A&AS) functions in support of the 96 CS/SCXP. This Project Management II position is located at Eglin AFB, FL.

Essential Functions

The Project Manager will provide advice and assistance services for Geographic Information Services (GIS) by updating GIS drawings and utilizing the Automated Information Systems (AIS) including, but not limited to, the Cyberspace Infrastructure Planning System (CIPS) Visualization Component (CVC), Inside Plant (ISP), and Outside Plant (OSP) telecommunications infrastructures drawings. The Project Manager will utilize the 96th CS Enterprise Information Management (EIM) SharePoint Site.

  • Produce, update, maintain and post changes to the CIPS 5.0 CVC database using the Government- provided Communications Feature Data (CFD).
  • Utilize a software web browser application in order to update administrative and maintenance Cyber System Installation Records (CSIR), Microstation files, ArcGIS files/Shape files, work orders, inspection reports, Installation Records (As-Built drawings) or other pertinent documents or electronic data. All drawings to be created or updated will be accomplished IAW AFI 17-120, Technical Orders, Standards, Specifications and instructions published at the CIPS/CIPS 5.0/CVC/ISP/EIM SharePoint accessible website.
  • Utilize database management tools, commercial database programs, word processing, and spreadsheets.
  • Work closely with technical personnel in project planning, scheduling and execution, preparation of life cycle management plans, and tracking of project milestones.
  • Draft Information Technology (IT) Performance Work Statements (PWS) for Subject Matter Expert (SME) technical solutions and costings to implement new projects and system upgrades that satisfy customer mission needs, including but not limited to, Local Area Network (LAN)/Wide Area Network (WAN) hardware, software, and peripheral IT equipment.
  • Prepare briefings, reports and schedule charts for technical and program status reviews and acquisition management functions.
  • Remain current on Air Force policies and procedures while maintaining and tracking suspense for such events as project meetings, team meetings,
  • Prepare inputs to program documents/databases, budgets, and to the Project Management process.
  • Review and ensure accuracy and completeness of documentation.


Education and Experience Qualifications

  • Bachelor’s degree in related field and up to 3 years of experience required. Substitution of experience for education considered.
  • Experience of Microsoft Office products required.
  • Ability to produce high quality briefings and reports.
  • Demonstrated experience and understanding of government document guidelines and procedures in the Project Management Book of Knowledge, Financial Management/Budget Analysis, and administrative support functions required.
  • Must demonstrate understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines.
  • Must have ability to quickly understand the customers overall technical objectives and mission and provide effective solutions.
  • Excellent verbal and written communication skills along with customer interaction and presentation capabilities required.
  • Must exemplify a dedication to achieving the mission of the 96TW as well as high standards of quality and excellence in performing the duties.
  • Must be able to work effectively alone, unsupervised, or within a group.
  • Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
  • Must be willing to travel up to 5%.
  • US Citizenship required.

  • Must hold an active Department of Defense Secret Security Clearance.
