West Valley Cleanup Alliance is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1B Deactivation & Demolition Contract at the West Valley Demonstration Project site. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, West Valley Demonstration Project continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION

The Project Management Practitioner is responsible for providing technical support and oversight to programs to ensure technical excellence and completeness in all program elements and deliverables. Key responsibilities are planning, coordinating, and supporting programs to ensure they are delivered on time, within scope, and aligned with organizational goals.

MINIMUM QUALIFICATIONS

A. Education/Experience:

• BA/BS in business, construction management, engineering or an equivalent combination of education and experience
• Minimum of eight (8) years related experience

B. Licenses/Certifications:

• PMP certification preferred

C. Other Requirements:

• Experience in project management or project controls
• Strong analytical skills and experience with cost management and scheduling software
• Proficiency in cost/finance analysis, estimating, and reporting tools
• Knowledge of Earned Value Management (EVM) or Project Management Professionals (PMP) requirements
• Excellent verbal and written communication skills, with an ability to convey complex information clearly
• Strong computer skills and proficiency in Microsoft Office
• Strong background in planning, budget preparation, and basic scheduling techniques
• Previous experience working at a DOE nuclear cleanup facility preferred

The salary and grade level offered to the selected candidate will be based on the candidate’s education, training, and/or relevant experience.

MAJOR RESPONSIBILITIES/SCOPE OF WORK

• Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
• Adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
• Track project progress and manage and maintain project documentation.
• Forecast costs, track expenses, and investigate project cost variances.
• Align invoices with contract requirements and monthly accruals.
• Provide charge authorizations and open/closure of job numbers to ensure technical performance of program(s).
• Assist Procurement to support the Decontamination and Decommission (D&D) team and the continuity of field work.
• Identify and investigate project schedule variances and work with managers to implement corrective actions.
• Assist with data collection, updating, and producing scheduling reports.
• Assist in preparation of program related proposals, business plans, proposal work statements and specifications, operating budgets and financial terms and conditions of the contract or task order.
• Support direction of all phases of a program from inception through completion.
• Assist in the preparation of project management briefings and reports.
• Ensure all training and qualifications are up to date, attend educational workshops, and participate in professional societies.

• Justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance with company practices.
• Execute a limited scope of specific project analyst practices affecting the accuracy, reliability, or acceptability of further processes or services.
• Regular onsite attendance is required.
