AVER is seeking a PMP certified federal Project Manager to support a high profile OCIO Program Management Office (PMO) by providing structured project oversight, disciplined planning, and clear executivelevel reporting across a rapidly evolving portfolio of initiatives. The Project Manager will coordinate crossfunctional teams, organize project activities, and ensure consistent delivery in an environment where new priorities and directives emerge frequently from CIO leadership. This role requires a polished communicator, a strong organizer, and a proactive leader capable of driving clarity, accountability, and progress across multiple concurrent projects. Combine program management operations, business analysis, process improvement, and technology-enabled solutions. Identifying operational challenges, developing practical solutions, and independently driving initiatives from concept through implementation. Analytical, technically inclined, and comfortable operating across PMO functions including schedule management, RAID management, reporting, governance, knowledge management, and process improvement. Responsibilities include:

  • Lead and coordinate project activities across PMO teams, establishing clear plans, schedules, milestones, and deliverables aligned with CIO priorities.
  • Direct financial and administrative functions include budgeting, cost tracking, and resource planning/allocation to support project execution.
  • Evaluate existing processes, procedures, and systems; prepare structured reports with findings, recommended improvements, and proposed solutions to management or contractual challenges.
  • Develop project artifacts such as work breakdown structures, schedules, charts, tables, graphs, and diagrams to support planning, analysis, and decisionmaking.
  • Interpret project metrics, KPIs, and stakeholder feedback to assess performance, identify risks, and drive continuous improvement across initiatives.
  • Support change management activities including stakeholder communication, training coordination, and adoption planning for new processes or systems.
  • Prepare polished, executiveready briefings and status updates for PMO leadership and CIOlevel audiences, ensuring clarity, accuracy, and timely reporting.
  • Provide daily direction and coordination to project staff, ensuring alignment, accountability, and consistent progress across multiple concurrent efforts.

Education Requirements:

  • Bachelor's degree in Business Administration, Information Systems, Project Management, or a related field from an accredited institution.
  • Master's degree preferred.

Certification Requirements:

  • PMP, CAPM, PMIACP Project management certification required
  • SAFe, CSM or equivalent agile certification desired

Experience Requirements:

  • 8+ years of project management experience with demonstrated experience leading complex, multistakeholder projects in fastmoving environments
  • Strong understanding of project management methodologies, tools, and best practices
  • Experience developing project plans, WBS structures, schedules, and analytical artifacts
  • Proven ability to interpret KPIs, metrics, and feedback to drive improvements
  • Experience supporting change management initiatives and stakeholder engagement
  • Strong communication skills with the ability to produce polished, executivelevel briefings
  • Ability to work autonomously, manage competing priorities, and maintain clarity in dynamic environments
  • Strong interpersonal skills, collaborative mindset, and customerfocused approach

Desired Requirements:

  • Experience supporting federal PMOs or CIOlevel initiatives
  • Familiarity with project management tools such as GitHub Enterprise, Azure DevOps, MS Project, Jira, or similar platforms
  • Experience coordinating crossfunctional technical teams
