About this Role

HBK Engineering is seeking a Construction Manager / Permit Specialist (Engineer) to support electric utility infrastructure projects throughout Montana. Based out of Great Falls (with Bozeman or Helena as secondary options), this hybrid office and field role combines engineering design support, permitting, stakeholder coordination, environmental compliance, and field oversight from project planning through closeout.

Serving as a critical link between engineering teams, construction contractors, regulatory agencies, landowners, and utility clients, you will help deliver infrastructure projects safely and on schedule. We welcome applications from motivated recent engineering graduates, early-career engineers, and experienced professionals looking for a dynamic, multi-faceted project delivery role. Location: Montana (Great Falls preferred; Bozeman or Helena considered)

Travel: Requires local and regional travel throughout Montana, including occasional overnight stays.

What You'll Do
  • Coordinate and manage permit acquisition, approvals, and closeout with local, state, federal, tribal, railroad, and environmental regulatory agencies.
  • Conduct site visits, field walkdowns, and constructability reviews to monitor construction activities, ensuring compliance with design plans, permit conditions, environmental commitments, and client standards.
  • Support project planning, scheduling, and budgeting. Identify access routes, staging areas, and laydown yards, while coordinating utility locates, material deliveries, and subcontractors.
  • Serve as a primary point of contact for landowners, clients, agency representatives, and field crews to communicate project updates, resolve site issues, and ensure smooth field operations.
  • Maintain accurate project logs, status reports, permit records, photographic documentation, and restoration/reclamation records.
  • Assist with field investigations, surveying, engineering data collection, and utility design activities as assigned.

What You'll Bring
  • Bachelor of Science degree in Civil Engineering, Electrical Engineering, Mechanical Engineering, Construction Engineering, or another ABET-accredited engineering discipline.
  • Valid driver's license with an acceptable driving record.
  • Ability and willingness to travel throughout Montana (including overnight travel) and work in varying terrain and weather conditions.
  • Strong organizational, communication, project management, and problem-solving skills.
  • Proficiency with Microsoft Office 365 and digital project documentation tools.
  • Self-motivated with the ability to work independently and collaboratively within multidisciplinary teams.

Preferred Qualifications:

  • Engineer-in-Training (EIT) certification or Professional Engineer (PE) license.
  • Prior experience in utility engineering, electric transmission/distribution, construction oversight, or permitting workflows.
  • Experience interfacing directly with regulatory agencies, DOTs, railroads, or landowners.
  • Exposure to CADD (AutoCAD/MicroStation), GIS platforms, or field surveying/staking tools.
  • Knowledge of utility construction methods, materials, and environmental compliance best practices.
