Immediate opening for Land Development Project Engineer Job title:

Project Engineer โ€“ Land Development

Position type:

Fulltime Exempt

Position Summary:

Ideal candidate will be proficient in civil infrastructure planning, budgeting, design, permitting, and construction on projects involving grading, roads, water, sewer, drainage, and dry utilities for master-planned communities. Requires working knowledge of general design standards and ability to rapidly adapt to agency-specific standards.

Procure project entitlements, process permits, manage consultants and administer budgets. Coordinates with Finance, Construction, and Sales & Marketing. Manages multiple phases of development.

Duties and Responsibilities include but are not limited to:
  • Procure entitlements including General Plan Amendments, Zoning, Tentative Maps, Final Maps, Development Agreements et al, and process construction plans and permits with governmental/environmental agencies;
  • Assist in land acquisition feasibility, potential risk analysis, and due diligence associated with land purchase process;
  • Present projects at relevant public hearings, meet with city staff, Planning Commissioners, and City Council members;
  • Manage consultants, procure contracts, compile budgets, consolidate and submit design and development review applications and process applications for approval;
  • Oversee project approvals and implementation (Conditions of Approval, Development Agreement, SIA);
  • Process invoices and maintain project budgets;
  • Coordinate and manage project opening process;
  • Negotiate design and cost related issues with city government;
  • Direct compilation and approval of all project disclosures;
  • Act as the conduit between the field personnel and the project consultants, and provide ongoing support to superintendents and sales on issues at communities under construction;
  • Conduct project meetings and maintain project schedules.
  • Assist in feasibility, including identifying project constraints, preparing cost estimates, and developing complete project schedules.
  • Facilitate comprehensive design plan production for regulatory agency and developer submittals and approvals.
  • Identify, interpret, and resolve technical project issues with minimal oversight.
  • Coordinate and execute engineering services for assigned projects to include engineering reports, design calculations for infrastructure and drainage systems, overall grading, and pavement design.
  • Attend and contribute to project progress meetings and agency review meetings.
  • Analyze, interpret, and stay abreast of latest regulations and criteria for local, state, and federal regulatory agencies.
  • Implement innovative design concepts for efficiency and cost saving measures.
  • Interface with site superintendent.
Requirements/Qualifications:
  • Knowledge of land planning laws and regulation, understanding of California Environmental Quality Act and Subdivision Map Act; SB330
  • Ability to read civil and architectural plans;
  • Superior written and verbal communication skills;
  • Outgoing, professional demeanor with the ability to establish and maintain effective relationships;
  • Highly proficient in Microsoft applications including Word, Excel, and Project;
  • Degree in Business Administration, Finance, Planning, Construction Management, Architecture or Civil Engineering;
  • Five+ years of experience in the construction industry.
