Essential Functions

  • Lead major water and wastewater conveyance projects and programs from planning through construction.

  • Collaborate closely with external clients and stakeholders to support decision-making and oversee program schedules and budgets.

  • Manage large, interdisciplinary teams of internal staff and subconsultants to deliver high-quality, innovative solutions.

  • Provide technical solutions focused on water distribution and transmission mains, pump stations, large-diameter pipelines, tunnels, wells, storage tanks, wastewater lift stations, trunk and force mains, and collection systems.

  • Deliver comprehensive contract documentation for construction that achieves client goals and maximizes benefits to municipalities and utilities.

  • Provide technical expertise and leadership to develop relationships with clients and decision makers, and to support marketing and business development activities including pursuits, proposals, and project interviews.

  • Mentor professionals and grow the team by identifying, recruiting, and developing high-quality talent.

Required Qualifications

  • Bachelor's degree in Civil or Environmental Engineering.

  • Registration as a Professional Civil or Mechanical Engineer required (California PE preferred, or ability to obtain within six months).

  • 10+ years of experience with water/wastewater conveyance systems, including demonstrated success leading large, complex projects and multi-disciplinary teams.

  • Strong business development skills and proficiency in project management tools, including Microsoft Office Suite, Microsoft Project, and Bluebeam.

  • Valid driver's license and ability to travel approximately 10%.

  • Ability to communicate effectively in both written and verbal formats.

  • Ability to perform essential functions of the position with or without reasonable accommodation.

Preferred Qualifications

  • Master's degree in Civil or Environmental Engineering.

  • Experience managing conveyance projects for municipal utilities within California.

  • Familiarity with trenchless technologies, pipeline condition assessment, and asset management programs.

  • Active participation in professional organizations such as AWWA, ASCE, or WEF.

Physical Requirements

  • While performing the duties of this position, the employee may be required to:

  • Sit, stand, and use standard office equipment for extended periods.

  • Lift and carry up to 25 pounds occasionally.

  • Walk on uneven terrain and navigate active construction sites safely.

Work Environment/Environment Factors

This position primarily operates in an office setting with hybrid flexibility. Occasional travel to project sites, client meetings, or field locations may be required. Site visits may involve exposure to outdoor weather conditions, construction sites, and active infrastructure environments.
