Job Description
Tesla Laboratories is seeking an experienced Facilities Project Engineer to support the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), serving the Pacific and Alaska Regions.
This position provides engineering leadership for facility infrastructure projects supporting mission-critical weather forecasting operations across Hawaii, Alaska, Guam, American Samoa, Micronesia, and other remote locations. The successful candidate will oversee planning, design, construction support, compliance, and lifecycle management of complex facilities and infrastructure systems.
This is an outstanding opportunity for an engineer who enjoys managing technically challenging projects while supporting a mission that protects lives and property through reliable weather operations.
Primary Responsibilities
The Facilities Project Engineer will be responsible for:
Engineering Design & Project Development
  • Lead engineering planning and design for facility modernization projects.
  • Perform facility assessments and site investigations.
  • Develop engineering solutions for Mechanical, Electrical, Plumbing (MEP), structural, and facility infrastructure projects.
  • Review architectural and engineering design documents for technical accuracy and constructability.
  • Develop technical specifications and engineering documentation.
  • Support sustainable building initiatives and energy-efficient facility improvements.

Construction & Contract Support
  • Develop Statements of Work (SOWs) for construction and facility projects.
  • Prepare Independent Government Cost Estimates (IGCEs).
  • Support technical evaluations during procurement activities.
  • Monitor contractor performance during construction.
  • Conduct field inspections and quality assurance reviews.
  • Review change orders and provide engineering recommendations.
  • Manage project punch lists through final acceptance.

Facilities Engineering Support
  • Provide engineering support for HVAC, electrical distribution, emergency generators, UPS systems, plumbing, roofing, and building infrastructure.
  • Develop preventive maintenance strategies.
  • Perform facility condition assessments.
  • Assist with capital improvement planning.
  • Support operational readiness for newly completed projects.

Safety, Security & Environmental Compliance
  • Support OSHA compliance initiatives.
  • Assist with fire protection and life safety systems.
  • Support environmental compliance and sustainability programs.
  • Assist with hazardous material management.
  • Support physical security improvements including:
  • Access Control Systems
  • Video Surveillance Systems
  • Security barriers and facility hardening
  • Assist with water and energy management initiatives.

Facilities Management
  • Support facility planning activities.
  • Assist with space planning and utilization.
  • Support real estate and leasing actions.
  • Develop facility policies and procedures.
  • Prepare engineering reports and executive presentations.
  • Develop project budgets.
  • Track maintenance and construction projects using project management software.
