Position Overview

The Project Development & Construction Manager serves as MineSpec's senior representative on assigned projects and acts as the primary interface between MineSpec, the client organization, EPCMs, contractors, and project stakeholders.


This is a unique role that combines project development, construction management, owner's representative support, contractor management, procurement, execution planning, and client relationship management into a single leadership position.


Unlike a traditional Project Manager role that focuses primarily on construction execution, this position supports projects from early development through construction completion. The successful candidate will play a key role in shaping project execution strategies, developing procurement packages, supporting contractor selection, managing stakeholder relationships, and ultimately helping lead project delivery during construction.


The successful candidate will support projects through multiple phases:

The ideal candidate is equally comfortable participating in executive planning meetings, facilitating contractor strategy sessions, developing procurement packages, reviewing engineering deliverables, leading constructability reviews, supporting business development initiatives, and managing field execution teams during active construction.

Key Responsibilities
  • Serve as MineSpec's primary client-facing representative on assigned projects
  • Lead integration between MineSpec personnel, owner teams, EPCMs, contractors, and project stakeholders
  • Coordinate and manage MineSpec personnel assigned to projects
  • Support projects through development, procurement, execution, commissioning, and turnover phases
  • Develop project execution strategies, construction management plans, contracting strategies, and procurement plans
  • Lead development of RFP packages, contractor bid evaluations, and procurement recommendations
  • Facilitate constructability reviews, risk assessments, value engineering sessions, and execution planning workshops
  • Support development and management of project budgets, schedules, forecasts, staffing plans, and execution strategies
  • Interface closely with engineering teams to ensure designs remain practical, constructible, and aligned with project objectives
  • Support contractor management, commercial reviews, change management, and execution planning activities
  • Lead project coordination meetings and stakeholder engagement activities
  • Support business development initiatives, proposal development, and client relationship management
  • Provide construction leadership during active execution phases
  • Support commissioning, turnover, and project closeout activities
  • Build and maintain strong working relationships with owners, EPCMs, contractors, and industry stakeholders
What We're Looking For
  • Preference will be given to candidates who can demonstrate experience across both heavy civil earthworks and industrial construction environments.
  • Ideal candidates will possess a combination of heavy civil and industrial project experience, allowing them to effectively support projects ranging from mine development and infrastructure through to process plants, mine buildings, mechanical installations, and industrial facilities.
  • Candidates with significant experience in either discipline will also be considered, provided they can demonstrate meaningful involvement or leadership exposure in the complementary area.
  • Preference will be given to candidates who can demonstrate extensive experience working on the General Contractor side of industrial or mining construction projects.
  • Additional preference will be given to candidates who have worked across Owner, EPCM, and Contractor organizations.
