Job description

STV is seeking an experienced Project Controls Manager to join our Project Controls department in Dallas, TX. The successful candidate will bring over 10 years of expertise in project controls for transportation projects with knowledge and experience with FTA requirements. This role involves managing cost, schedule, risk, and performance for various transportation design and construction projects, ensuring they are delivered on time and within budget.

Key Responsibilities:

  • Develop, implement, and maintain cost management systems compliant with FTA Standard Cost Categories (SCC).
  • Prepare and update project cost estimates, forecasts, and cash flow projections across all program phases.
  • Monitor budget adherence and manage contingency drawdown logs in accordance with FTA and sponsor requirements.
  • Support federal reporting requirements and budget reconciliations between the PMIS and client financial system of record.
  • Develop and maintain the Program Master Schedule (PMS) integrating all sub-projects (design, ROW acquisition, utility relocation, procurement, construction).
  • Review and validate contractors' baseline and monthly schedules (P6 or equivalent), ensuring alignment with FTA's Project Management Oversight (PMO) guidelines.
  • Perform schedule risk analysis and recommend corrective actions to maintain timely delivery.
  • Track and manage program change control processes, ensuring alignment with FTA Change Management and Contingency Management requirements.
  • Coordinate with design, construction, and procurement teams to assess cost/schedule impacts of change orders.
  • Support claims analysis, dispute resolution, and maintain change order logs traceable to SCC categories.
  • Prepare monthly program controls reports (cost, schedule, risk) for the Program Steering Committee, Sponsor, and FTA PMO Consultant.
  • Maintain audit-ready documentation in alignment with FTA reporting and oversight requirements (e.g., PMO Monthly Reports, SCC updates, Risk and Contingency updates).

Qualifications:

  • Bachelor's degree in Engineering, Construction Management, or a related field.
  • At least 10 years of experience in project controls for transportation design and construction projects.
  • Proficiency in project controls tools such as Primavera P6, Kahua, or similar software.
  • Strong analytical skills with experience in scheduling, cost management, and risk analysis.
  • Strong knowledge of FTA processes and procedures
  • Excellent communication and leadership abilities to manage teams and stakeholders effectively.

Compensation Range:

$130,962.60 - $149,671.54
