Job Summary

We’re looking for an experienced, self‑sufficient Project Manager who can take full ownership of municipal civil construction projects from award to completion. You will manage multiple projects simultaneously, provide leadership and coaching to Project Coordinators, and ensure high‑quality delivery on municipal road construction projects.

Main Responsibilities

Project Delivery & Leadership
• Independently manage all phases of civil infrastructure projects, including planning, scheduling, budgeting, cost tracking, documentation, and close out.
• Direct day to day construction operations with superintendents and field teams, ensuring resources (crews, subcontractors, materials, trucking) are properly scheduled.
• Identify and resolve project issues proactively (utilities, design conflicts, weather delays, schedule impacts, quality concerns, labor issues).
• Maintain accurate, timely project documentation and reporting, including progress estimates, schedules, forecasts, and cost controls.
• Ensure all legal documents, permits, and standards are completed and compliant.

Client, Consultant & Stakeholder Relations
• Serve as the primary point of contact for municipalities, consultants, inspectors, utilities, and subcontractors.
• Lead project meetings (weekly reviews, daily onsite check ins) and ensure clear communication and follow through on commitments.
• Manage RFIs, change orders, progress claims, contract correspondence, and negotiations related to scope and schedule.
• Build and maintain strong professional relationships through consistent execution, integrity, and responsiveness.

Quality, Safety & Compliance
• Uphold company and industry safety standards; ensure compliance on all job sites.
• Oversee QA/QC for underground utilities, grading, concrete, gravel, and asphalt paving work.
• Conduct site inspections, monitor performance metrics, and implement corrective actions as needed.
• Ensure project information is captured accurately in required software systems.

Coaching & Team Development
• Mentor and support Project Coordinators: set expectations, delegate tasks, review work, and develop their technical/project management skills.
• Provide annual reviews, coaching, and ongoing training as systems or processes evolve.

Technical & Administrative Oversight
• Provide senior-level technical guidance for municipal infrastructure (water, sanitary, stormwater, roadway, and utility construction).
• Oversee construction administration activities including RFIs, shop drawings, inspections, and contractor coordination.
• Prepare or review technical reports and ensure compliance with municipal standards and project requirements.
• Support special initiatives or internal improvements as required.

Qualifications

Education, Training, Diplomas and Certifications    
• Professional Engineer (P.Eng.), Civil Engineering Technologist (CET), and/or Project Management Professional (PMP) preferred.
• Class 5 Driver’s License required.
Work Experience    
• 5+ years managing civil construction projects, including municipal roads, underground utilities, and paving.
• Demonstrated ability to deliver projects on schedule and within budget with minimal supervision.
• Experience supervising or mentoring project staff.
• Strong understanding of engineering drawings, specifications, and municipal standards.
• Proficient with Microsoft Office and construction project management software.

• Strong organizational and planning abilities.

• Clear, confident communicator (written and verbal).
• Ability to multitask and manage competing priorities.

Working Conditions

• Occasional overtime as required.
• Work occurs in both office and field environments, including prolonged periods of sitting, standing, or walking.
• Fieldwork may involve exposure to weather, dust, noise, asphalt, equipment, and other typical construction-site conditions.
• Regular travel to job sites; must maintain safe driving practices in all conditions and comply with company vehicle policies.
• Ability to lift and carry 10 lbs regularly.
• Use of required PPE at all times; additional sun and weather protection recommended.
• Must comply with company safety programs, drug and alcohol policies, and all corporate policies.
