About the Position:
This position is located in the Operations Division of the Mobile District. The incumbent serves as a Program Analyst responsible for a wide range of analytical, planning, and evaluation functions for key District programs. The incumbent is responsible for the analysis and evaluation of the effectiveness of complex programs and operations, and the development of recommendations to enhance efficiency and achieve mission objectives. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-11 grade level, you must have:
Specialized Experience:
I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes: reviewing and interpreting new and established directives, instructions, regulations and delegations of authority; administering employee awards programs, including budget tracking and auditing; coordinating hiring and retention actions, manpower operations and awards management and/or organizational analysis in a Federal environment.
OR
Education: Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, ,finance, or public administration or other fields related to the position to be filled.. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To qualify at the GS-12 grade level, you must have:
Specialized Experience:
I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes: Planning, conducting, and documenting complex management and program analysis studies and projects; Analyzing and interpreting new directives, instructions, regulations, etc. and delegations of authority for potential impact on major program objectives, operating policies, work operations and progress; Planning and completing special projects and assignments such as fact-finding on proposed actions, including reorganization and realignments and/or Supporting management with processing honorary and monetary awards for the Division.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education:FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
