Northrop Grumman Mission Systems (NGMS) Sector and the Airborne Multifunction Sensors (AMS) Division are looking for a Program Manager 3 to support the Advanced Systems (AS) Operating Unit within the Advanced Mission Capabilities (AMC) Business Unit. The AS Operating Unit delivers next-generation technologies and programs across the full lifecycle, from capture through development and sustainment, in a fast-paced, high-visibility environment. The Program Manager 3 will lead NG's participation in industry-wide consortia, delivering measurable value to our customers. This role blends capture and execution, overseeing resources across multiple NG sectors, NGMS divisions, and AMS business units to develop concepts and execute awarded programs. This position will report to the Director of Advanced Systems Multifunction Programs (ASMP) and will be located full-time onsite in Baltimore, MD.
What You'll Get To Do:
  • Lead teams developing technical architectures and use-cases, positioning NG to leverage our strengths and position NG for added value. Deep technical understanding of our Product Lines, Building Blocks, architectures, and systems is necessary to succeed in this role.
  • Develop and maintain strategic partnerships with cross-functional teams, driving cost, schedule, and technical performance within a matrixed organization.
  • Define, track, and enforce program milestones and integrated schedules throughout the lifecycle.
  • Lead stakeholder engagement internally and with customers to ensure alignment, transparency, and sustained support.
  • Prepare and deliver senior-level briefings that translate technical data into actionable insights for senior leaders, customers, and key stakeholders.
  • Build deep customer relationships to identify and capture additional business opportunities within the customer ecosystem.
  • Negotiate contracts, amendments, specifications, budgets, and schedule milestones while protecting program interests.
  • Direct cross-functional Integrated Program Teams (IPTs) to meet cost, schedule, and performance objectives.
  • Manage government/customer supplied property and information (GFE, CFE, etc.) in compliance with applicable regulations.
  • Ensure adherence to internal processes, policies, and industry standards through leading by example.
  • Administer the contract Statement of Work, guiding the team on scope and controlling changes via formal review boards.

Basic Qualifications:
  • Bachelor's degree with 8 years of relevant experience, or Master's degree with 6 years of relevant experience, supporting U.S. Government contracts and customers.
  • Demonstrated experience managing program performance using key performance indicators (KPIs), program metrics, cost, schedule, and technical performance measures.
  • Demonstrated experience with profit and loss (P&L), responsibility, including management of program budgets, forecasts, revenue, and financial performance.
  • Demonstrate experience leading cross-functional and matrix teams in a program, project, or operational environment.
  • Demonstrated experience leading programs, projects, or business operations in a matrix organization with responsibility for team performance and execution.
  • Demonstrated experience serving with primary customer interface for government, industry, or internal stakeholders.
  • Demonstrated experience leading or supporting U.S. government programs, contracts, or acquisitions.
  • Demonstrated experience preparing and delivering briefings, program reviews, and all status presentations to senior leaders, executives, customers, or government stakeholders.
  • Understanding of advanced airborne radar architectures, EW system requirements, and avionics integration.
  • Familiarity with major U.S. DoD acquisition organizations and military customers.
  • U.S. citizenship required.
  • A current/active U.S. government Secret clearance to be considered and the ability to obtain and maintain any required special access clearances.

Preferred Qualifications:
  • Bachelor's or a Master's degree in a STEM discipline (e.g., Systems, Aerospace, Mechanical, Software, Industrial Engineering, or a related field).
  • Demonstrated experience with USAF, USMC, USN, or coalition customers in airborne radar, fire control, electronic warfare, threat systems, or datalinks.
  • Prior experience with profit/loss accountability.
  • Demonstrated success leading programs supporting multiple customers or stakeholders.
  • Capture experience that spans DoW, Commercial, and International customers.
  • Project Management Professional (PMP) or equivalent certification.
  • Experience operating in Special Access Program (SAP) facilities and program execution environments.
  • Experience planning / executing NG Programs and creating proposal materials (white papers, technical volumes, BOEs, contractor SOWs).

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
